Chairman Carr provided a recap of a meeting held at Town Hall between Carr, Taylor, Lisa Souve (Town Accountant) and Charles Sumner (unable to attend at last minute). There appears to be a number of issues which are unclear relating to how the CPA functions, as well as how the %'s of funds are divided. Taylor has contacted the State CPA representatives to clarify this information. She will invite them to come for the September meeting. Souve also indicated that she had been at a DOR/CPA meeting and felt that the %'s had to be re-approved by Town Meeting this fall. This does not make sense..... Taylor contacted Sarah DiPetro at the State CPA office and she had never heard of any such requirement for a re-vote. This information will be clarified prior to the next CPA meeting. Souve provided the name of her contact at DOR— Kathleen Colleary, whom Taylor will contact. Souve had also indicated that State matching funds will become available as of this October. 2. Review of Minutes: June 15th Motion to Approve by Robinson. Second by Hush. All voted"AYE". 3. There followed a discussion of funding for 2005-2006. Members discussed the percentages as they understood them. The Town Meeting Article had indicated 50%for Open Space, 10% for Housing, 10% for Historic Preservation and the remaining 30% to be divided between Housing and Historic Preservation. It was not clear where Recreation fits in. It was thought that the article had been amended on Town Meeting floor for 10% to go to Recreation, leaving 20% to be divided amongst three entities. There was a question as to whether Open Space can now actually buy land with houses on it, or if Housing will have to be a participant in such a purchase. Discussion of working relationships with existing committees, such as Open Space, Affordable Housing, Historical Society, Recreation, etc.. How should the CPC deal with these existing committees?There needs to be a good working relationship. Currently the CPC committee has 3 Housing representatives, 3 Open Space representatives, 1 Historic Preservation representative, 1 Recreation representative. Bassett indicated that it is very important to use the expertise of the existing committees. McKenna and Lach agreed and stated that these committees know their areas best. Why would we want to second guess the experts? S. Question: Do we get direct applications from various groups around Town or should everything be filtered through the existing committees? Robinson felt that it is critical that the CPC use the existing committees: If it is an Open Space application — send it to Open Space, if a Housing application —send it to Affordable Housing, if it is Historic, send it to the Historical Society/HDC, etc. Members generally agreed. It is important that this Committee creates a process by which the applications get filtered through these specific Town committees. 6. Discussion: It is important that the CPC gets information from all of the committees, their aims/goals and objectives. How do these committees work together and what are the kinks? 7. Historical Preservation - Send a letter to Henry Hayes— new president (Carr to draft) S. Letters to other groups: A. It was suggested to send a letter to all of the various committees for goals and objectives. B. A letter would go to committees such as Alewives, Millsites, Historic District Committee. C. Another letter to Housing Authority, Citizens for Affordable Housing, Affordable Housing Committee, asking for input. D. Another letter to Open Space, Conservation Commission, the Natural Resources Department, Pathways, Recreation and Bikeways (if this committee still exists). Carr agreed to draft the above letters and send same to clerk. 9. McKenna —There are many land management issues—can this money be used for that? Can money be used for stewardship? 10. It is important that all committees are informed about the CPA. The application process needs to be centralized and standardized, so all committees get the information they need for the review process. 11. Next meeting —Brewster Ladies Library at 4 PM on Wednesday August 17th A Representative from the Chatham Community Preservation Committee, Florence Selden, Chair, will be present. The Committee needs to ask about Chatham's costs for clerical/administrative expenses. 12. September meeting — representative from the State; Possibly Sarah DiPetro from CPA office and possible someone from the Historic Preservation office. 13. We do need to hire a secretary— but need Town Meeting approval for $ for admin/clerical work. Taylor agreed to do a draft article for this fall. 14. All members will get a copy of CPA information as to where $$ can be spent. 15. Goals &Objectives are still needed from the rest of members.
