COMMUNITY PRESERVATION COMMITTEE
Minutes September 14, 2005
Present: Elliot Carr, Paul Ruchinskas, Roland Bassett,Jr., Michael Lach, Elizabeth Taylor,
Paul Hush, William Reyburn
Absent: Roy Robinson, Steve McKenna

The meeting was called to order at 4:00 PM, Brewster Ladies Library.
1. Chairman Carr handed out a packet of material including: copy of proposed Fall Town Meeting
article for CPC, data re: current funding, draft letter to Town committees/groups re CPC, list of Town
Committees &Organizations and draft CPC application form.
Discussion of Fall Town Meeting Article to provide basic funding for administrative costs, appraisals, etc.
monies to be available as needed.
2. MOTION: Approve Article for Town Meeting: Moved by Taylor, second by Bassett.
Unanimous approval.
3. Carr will present this at Town Meeting. He will be in front of the Board of Selectmen on Monday the
26th to provide information about this article
4. Taylor: Approval of August 17th minutes will be held until next meeting.
S. Carr: Finance projections need clarification. Souve is present to provide information.
6. Hush: Why is no money available until May 2006?
7. Souve: The tax rate has to be set before money is available. This is being done now. This is a
MA DOR ruling.
The CPC will get approx. $600,000 per year from local 3% + approx. $600,000 match from state -_
$1,200,000 per year, which will be the CPC's avg. yearly funding amount.
The actual dollars for 2005 are $1,150,000. Next May the CPC will have $1,200,000 to work with:
Approx $600,00 for Open Space, $120,000 for Affordable Housing, $120,000 for Historic Preservation,
with $360,000 for Affordable Housing, Historic Preservation or Recreation.

There are funds left in the Land Bank account - $550,000 which is now in the CPC balance which will be
reduced by $125,000 for the Jolly Whaler payment, a bond reduction payment of$325,000 and will
receive $250,000 grant monies from the state.
8. Lach: Monies are already there now?
9. Souve: When the Land Bank closed, there was $550,000, which went to the CPC.Then this was
reduced by funds committed for the Jolly Whaler, a bond payment and then $250,000 will be added by
the state from a grant. Each year, prior obligations will come out of the Open Space monies.
10. Hush: Money comes out of the $550,000 left? Where did the $550,000 that was left from the
Land Bank actually go?
11. Souve: Passed around a DOR form required to be signed by all members relative to
funding. All present signed. (Souve departed at this time.)
12. Discussion of letter to Town departments.
13. Review of Application information.
14. Ruchinskas: We have re-written the Housing section (passed out sheet).
15. Bassett: The Recreation description on the Chatham application is just fine. That is straight from
the State.
16. Carr: Acquiring land for Housing is missing — is this the way Housing wants their list to read?
17. Ruchinskas: Yes, this is the way we want this to read.
18. Hush: I like the establishment of goals and objectives—especially the preference for rental
housing. This will be very helpful.
19. Basset: Applications are still going to the CPC first and then out to committees? Or to
committees first? Recreation needs help. Is the Recreation Commission a satisfactory subgroup to
review applications?
20. Carr: Yes, it is. However, Historic Preservation is a different situation —they need a new
committee. Or is the Brewster Historical Society going to become the Town Historic Preservation
Commission?This has not been settled yet.
21. Bassett: If the CPC reviews all of the applications as a committee, then we are not letting the
experts do their own work.
22. Lach: MOTION: Send applications directly to pertinent groups. No second.
23. Carr: Applications should come to the CPC first and then go to individual committees.
24. Bassett: Doesn't that get redundant—double analysis? Why?This would be very time
consuming.
25. Taylor: Suggestion-When applications come in they should go to all CPC members at the same time
that they go to the pertinent committees. Then everyone is on board and aware of what is going on at all

times. There will also be a number of applications that may be executive session material —so some
applications may need to be marked confidential.
26. Reyburn: Time line? How long will applications be with committees?
27. Carr: All applications will have to be in by December 15tn for the following May town
meeting.
28. Discussion of how to score applications? No resolution of this question. (See attached list from Roy
Robinson —Questions to Ask When Judging Proposals)
29. Carr: MOTION: Applications will come in to Town Hall and the CPC clerk will send
copies out to all CPC members and to pertinent committees simultaneously.
Second. Lach. Discussion of Motion. VOTE: All "Yes".
30. Bring in all comments on application to the next meeting or e-mail to Carr, Taylor.
31. Taylor: Discussion of possible land article— problems since DOR has restricted use of funds
until next year, CPC application is not done yet, CPC is not ready to accept applications yet... there has
been much discussion within Open Space committee relative to possible purchases for this fall. But
these parcels are not nailed down, nor are the prices, nor is the CPC ready. These should be tabled until
next spring.
32. Members agreed that these should wait until next spring (i.e. applications in by December 151n )
33. Carr: We are currently meeting once a month —we need to start meeting twice, at least... 2"d and
4tn Wednesday?Agreed by group.
34. Carr: — next Monday night (the 26tn)— meeting with the BOS—to tell them what we want to
spend these monies on —administrative expenses, appraisals, clerical etc. We will need to produce
some kind of pamphlet to give to BOS and others. Set a hearing date for the end of October at the
Library— upstairs.
We also need our own file cabinet, to have a central place for CPC material.
35. Any other business— none.
