Approval of August 17, 2005 minutes-Unanimous approval. 2. Review of CPC Application: Front Page: a. Discussion: Whether or not to leave in #5 (legal ramifications...) Decision to leave it in with changes to read as follows: "Are there any legal obstacles to the project that you are aware of?" Back Page: a. Discussion: #2-whether or not to delete #2 (2"d page) italicized section. Decision- Delete Italicized section of#2. b. Discussion: #4 -Whether to delete second sentence. Decision- Delete second sentence in #4 c. Addition to Open Space: Request from Mckenna Decision -Add "H. Pocket Parks" d. Discussion- Last line under categories- relative to prioritizing applications with combined categories. Decision-Delete sentence. 3. MOTION to Approve Application as amended -Moved by Hush, second Robinson. Unanimous approval. 4. Discussion of contact from applicants. S. Carr: Keep away from discussions with people-send them to Carr or Clerk for an application. 6. Taylor: The problem with discussion of an application with an individual or a group is that this becomes Community Preservation Committee Minutes September 28,2005 Pagel of 3 an ex parte discussion which could be construed as creating bias, etc. All information should be heard by the CPC together(Aside from discussions within individual committees such as Housing, Open Space, Recreation, etc. when reviewing an application.) 7. Discussion of List of Town Committees and Organizations prepared by Carr. Who are the contacts or representatives? The list was reviewed and contact names were given to the Clerk. If there are any other groups—please contact the Clerk. 8. Members were reminded that the fall schedule for meetings was the second and fourth Wednesday of each month. At 4PM Brewster Ladies Library (basement). The letter to be sent to all committees should have this information also. 9. The CPC Public Hearing: Carr— someone should speak from each of the 4 areas. Just a synopsis. 10.The Power Point was discussed to have as a hand out. Clerk requested that all members review it and make suggestions. The current date for the hearing is Tuesday October 25th at 7PM, at Ladies Library. 11. Hush: It is crucial that we have good PR for this hearing. Info should go to the Cape Cod Voice, The Cape Codder, Cape Cod Times, etc. Reporters should meet with the officers. 12. Douglass: Agreed to make sure the meeting times for the CPC were listed in the Cape Codder with the other Town committee/Board meetings. Douglass would also contact Town Counsel relative to ex parte discussion, group meeting minutes, etc. 13. Car: There have been a number of discussions concerning the creation of a"Historic Preservation Commission"or whether the HDC or Historical Society would serve this purpose. 14. Robinson: Pat Busch, Sue Carr and Robinson have talked of forming a committee of three. These three will bring applications to the Historical Society and then back to the CPC. The sub-group and the Historical Society would then decide if an application was something they support. 15. Car: We need to ask the Historical Society in writing and then formally put together a sub-committee to review Historic Preservation applications. 16. Ruchinskas: If Open Space receives an application for an open space purchase— isn't there a conflict of interest here? 17. Carr: That could happen to any committee or sub-group, but I do not foresee such a thing happening. Each application has to sit on its own merits and we all get to see all of them, too. 18. Douglas: This is a system of checks and balances. Everyone sees all of the applications and the individual sub-groups get to review them and make recommendations. 19. Carr: We are supposed to appear in front of the Fin Corn relative to our article for Town Meeting. We also need to do a summary for the article. Taylor and Hush will be there to speak, but all Committee members are welcome to appear and provide support. 20. There will be a Community Preservation Committee forum on Saturday October 22"d at the Sandwich High School from 9-3. You need to register. Motion to adjourn—Moved by Bassett, second Robinson.
