COMMUNITY PRESERVATION COMMITTEE
MINUTES November 9, 200S
Present: Elliot Carr, Elizabeth Taylor, Roy Robinson, Paul Hush, Paul Ruchinskas, Michael
Lach, Rollie Bassett, William Reyburn
Absent: Steve McKenna
Guest: Keith Johnson,Town Conservation Administrator(for Stephen McKenna);
Robert W. Ker,Jr.
The meeting was called to order at 4:00 PM.
There were no minutes ready for review/approval.
1. Discussion of Forum:
a. Members agreed that the meeting went well
b. It was good to see so many representatives of Town Groups and Committees there.
c. It was also very good to have a BOS representative there— Dyanne Cooney
d. Applications are now in the BOS and Planning Offices
e. There was a discussion about possibly changing the application. It was agreed that any
changes should come only after the December 15th Deadline.
f. The CPC website (State) should be listed on the green information sheet.
2. A number of the members had read the Rockport application forms and CPC/CPA reports and
handouts and suggested that all members review these as well as other information at the State
Coalition website.
3. Members agreed that the CPC might want to make a number of changes to its handout material —
based on the Rockport site.
4. Hush— Do we want to do a supplement?
S. Hush & Robinson—Discussed changes to guidelines—these could be re-drafted to use after the
15th of December.
6. Carr—What might we want to do relative to establishing deadlines for applications? Do we want
rolling deadlines, or two based on Town Meeting.
7. Hush—Having the one December 15th deadline is too rigid. We should start with the warrant
deadline and work backwards.

8. Carr-We could let applications roll with a final December 15th deadline for Spring Town Meeting.
9. Hush- For the moment, we should stick with what we have with applications due by the 15th of
December and then we can start making changes.
10. Reyburn - How do we notify people about our decisions, etc?
11.Carr-We will send out letters explaining our decisions, and some of these will be"No's".
12. Hush-Communication will be critical within the Town and Committees. Based on the Forum. I
would expect we will be seeing an application from the HAC to purchase parcels of land and then
get a builder to build on the parcels. It also sounds like Habitat will be coming in to ask the Town to
help with James Burr Road (off Slough Road-the Habitat Project) and also to bring utilities in to
the project.
13.Carr-That would be an excellent project for the CPC!
14. Hush-In Chatham, I think they provide monies towards down payments on homes and have also
helped people with remodeling expenses to create affordable housing.
15.Carr-We just need to figure out how to get the most houses for the least money.
16. Ruchinskas-In Marlboro, there is a program -where landlords keep rental units affordable for 15
years with an affordable deed - Provincetown also has a similar program.
Article 20 Discussion
17.Carr—At the most recent BOS meeting, two of the conservation parcels were removed from this
article.There are still two remaining, it is hoped that we (Carr, Hush &Taylor) can meet with the
Selectmen just before Town Meeting and have these other two removed from the warrant.
Otherwise there will most likely be a floor"discussion"-which no wants to have happen.
18. Hush-I think that Article 20 should be postponed at Town Meeting. It is premature to have this on
the warrant. It appears that further research of these parcels is warranted before Town Meeting
votes on these. To have such a discussion on Town Meeting floor could be very detrimental to all
participants!
19.There followed discussion as to when the Committee wanted to meet-final consensus being that
November 30th and December 141h would be the next two dates.
Meeting adjourned at 5:00 PM.
