Ker,Jr. BOS Liaison-Jillian Douglass 1.The meeting was called to order at 4:00 PM. 2.Approval of Minutes from 0ctoberl9, October 26 and November 9, 2006. Motion by Roy Robinson,second by Rollie Bassett, Receipt of ADDlications 3. Carr -Ten applications have been received: Housing: 1. Habitat for Humanity of Cape Cod -Slough Road 2. Lower Cape Cod Community Development Corporation-Nickerson Park Affordable Rental Condominium 3. Affordable Housing Committee- Bell property Historic Preservation: 1. Cemetery Commission of Brewster - First Parish Cemetery Restoration 2. Mildred Unger, Town Clerk&Archives Advisory Committee- Preservation and cataloguing of local records 3. Brewster Historical Society- Higgins Farm Windmill Preservation 4. Brewster Council on Aging -Window Restoration/Replacement Recreation: 1. Brewster Recreation Department- Freemans Way Soccer Field Sod Replacement 2. Julius Corn - Pool Tables 3. Brewster Whitecaps-Final work on ball field grounds 4. Carr-There are still at least four more applications due. If any more arrive, copies will be in the CPC mailbox at Town Hall for each CPC member. Procedures for Considerina Applications Joint Consideration -ODen Space and Housinq Are there parcels that should have joint consideration - Open Space and Community Preservation Committee December 14,2005 Minutes Page I of 4 Housing? Should Bell be Housing alone or Housing and Open Space? Possible utilization of a Housing Consultant S. Hush —Issues concerning applications—specifically the Bell property. Do we feel that Bell may be best for Housing only, or should open space look at this? There is no question but that there is a great need for Affordable Housing. The Bell property owners are asking $825,000, however at this time we are asking only for money to study this property. We are asking for approval to investigate whether this property is suitable for our needs- need approval to hire someone. Does this need to go out to bid? Does an RFP need to be done? 6. Lach —This committee can vote funds for this purpose. 7. Carr—We could vote a certain amount or wait for Paul to come back with a request for a specific amount. 8. Hush - Motion-a)Requesting up to$5,000 to seek out and hire a consultant for the Bell and or other properties h) Have Open Space Committee discuss/review property, Second-McKenna. All voted in favor, 9. Bassett—Can the money be used for any property? Or only for Bell? 10. Douglass— Need to do a bid process—can send out RFPs. 11. Ruchinskas—This is the only kind of property that we think a consultant would be needed for. 11. Carr— Housing needs help more than other groups. 12. Robinson — Housing does need a lot of attention. 13. Carr—Open Space has lots of help, Housing has none. Plannina or Place Holdina ADDlications 14. Carr— Some applications may not be ready, may be incomplete...such as Dilingham House, Open Space applications. Some applications may not be ready as soon as others—yet we should still keep a space for them. Subcommittee Schedules and Hearings 15. Carr—All committees and groups need to schedule hearings and need to post these meetings. If money or purchases are going to be discussed —as in a land or housing purchase, a group can meet in executive session — but only if public discussion could adversely affect the purchase. 16. Hush - What is the difference between hearings and meetings? Do we need to advertise these? 17.Taylor—All meetings need to be open — public. However, subcommittees can be attended by the public— but they may not be able to participate. Public hearings— invite public comment. All have to be posted. Community Preservation Committee December 14,2005 Minutes Page 2 of 4 18. Hush — It would be too much to have all applications at one open meeting. 19. Ruchinskas—Would like to have one or two public hearings on the applications. 20. Carr—We will have one public meeting. 21. Hush —In January— have one open meeting to discuss all of the applications with the applicants. We can invite all the applicants to join us and discuss their applications. 22. Carr— Feels that Open Space should not be an applicant, nor should Housing, or Recreation or Historic— isn't this a conflict?We are voting on our"own"applications? 23. Lach—Who should the applicants be for some of these— if not the committees who are already represented on the CPC? 24. Ruchinskas—I have no problem with applications coming from Housing, Open Space, Recreation or Historic committees. 25. Lach—If we do exclude these committees from applying —then who will apply? 26. Carr— Does not want these committees to be the applicant. 27. Robinson —Then who will do the applications? 28. Carr— Maybe the best way is to have a full committee open meeting in December or January to review all applications. January 11th is the scheduled date for the public hearing at the Library— upstairs in the auditorium. We can invite all the applicants. On December 28th—we could all discuss the applications in a regular meeting. Administrative Questions Possible emolovment of administrative assistance 29. Carr—we need clerical help. 30. Taylor—I have spoken with some of the clerks to get an idea of a job description and will get a copy the official town job description. This job will need to be advertised and posted; people will have to be interviewed. If we figure about $10/hour, 5 hours/week, that will be about $1,200/year. Possible imulementation of a rating system 31. Carr—I do not think we should do this. 32. Hush—A system would be too hard to work with. Possible emolovment of counsel 33. Carr—We should use Zisson &Veara for now. There was general consensus to use town counsel for now. No decision was made relative to new application dates/ acceptance policies. 35.The meeting adjourned at 5:40.
