Minutes were not ready for approval. 2. Gunning-Spoke about the Dillingham House- listed at 1.2 million, owners will accept $900,000 with life residency- (valued at $300,000). There are also 2 acres for open space. There followed a group discussion of the Dillingham House application. The house is located on Main Street. It is said to be the second oldest house on Cape Cod. -an important historical house for the Town. Gunning will contact the owner. Per Lach, the Federal designation offers no real protection, there is no demolition delay. Robinson will do some research, but there is no real protection for the outside. There can be demolition by neglect. He will check with Sarah Kodeff at the CCC. Carl Ahlstrom says that Carl and John are good tenants to preserve the house. Public Meeting 3. Carr- I received a letter from Paul Ruchinskas, about the January I1th meeting -asking that all applicants be allowed to make presentations. 4. Taylor-At this point the Open Space applications are still pending, with purchase prices as yet undecided. S. Hush -We should have an open forum on those applications that can be decided and then Open Space and/or Housing can be discussed as a later date. These applications can be discussed in the open once dollar issues have been decided, i.e. once a P &S has been signed. 6. Hush- MOTION - Delete numbers on open Space and Housing purchase applications Use executive session for all discussions of pending real estate transactions Defer open discussion until can close on deals Second-Robinson. Unanimous approval, 7. Carr- We should authorize Housing, Historic Preservation and Recreation to contact applicants Community Preservation Committee Minutes December 28,2005 Pagel of 2 and invite them to the January 11th meeting. 8. We are all set for January I Ith meeting. There will be 9 applications. Housing: Nickerson Condo. Slough Road Recreation: Freemans Way, Whitecaps, Pool Tables Historic: Windmill, Cemetery, Archives, COA Members can pick up packages at Town Hall. 9. Carr-There will be an announcement in the paper. Each speaker/applicant will be able to make a short 5 minute presentation. 10. Hush - Should contact the Cape Codder with info on the meeting. Tell the BOS and invite them. Call Carol Dumas. Invite a reporter to the meeting. 11. Robinson - Subcommittee meetings need to be open - public and held in a public place. 12. Hush - Possible use of Housing Consultant. Ruchinskas and Reyburn met with three possible consultants. All of them felt they could do it for $5,000. 13. Douglass-this needs to be done with an RFP. 14. Hush -MOTION -Authorize$5,000 for review of projects for CPA, using an RFP, Second-Bassett, Unanimous approval. 15. Bassett -MOTION_ Employment of an Administrative Assistant-up to$3,000 for the rest of the fiscal year-details to be worked out with Jillian Douglass Second- Robinson. Unanimous approval, 16. Carr-County CPC Meetings-At Superior Courthouse-rooms 11 & 12 on January 17t", February 21st and March 21st from 2:30 to 4:30. 17. Carr-There will be a meeting with the BOS next Tuesday night. Carr will do an intro and then each chair can do a quick presentation on their area - Hush - 2 , Robinson 4, Bassett- 3 and Taylor 4 (in Executive Session). 18.
