BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF IONA, IDAHO THAT: Section 1. Enactment of Section 10-1-25 of the Iona City Code. A new Section 10-1-25 of the Iona City Code is hereby enacted as follows: 10-1-25: REQUIREMENTS FOR MAIL DELIVERY. (A) Applicability. This Section shall only apply to Subdivisions that create 6 or more Lots. (B) Definitions. The following definitions shall apply to terms used in this Section (and, when not inconsistent with the context, words used in the present tense include the future tense and words in the plural include the singular and vice versa), unless the context clearly indicates otherwise: (1) (2) (3) CLUSTER BOX UNIT (or CBU) MAILBOX: PULLOUT: A mailbox that is a centralized unit of individually locked compartments that is for the use of multiple households. A privately owned box for the delivery and/or collection of mail that is provided by the U.S. Postal Service or of a design approved by the U.S. Postal Service. A paved area at the side of a Street and adjacent to a CBU where a vehicle can park to allow individuals to deliver, retrieve, or send mail at a CBU. (C) CBU Mailboxes Required. All Subdivisions subject to this Section shall include one or more CBUs sufficient to facilitate mail delivery by the U.S . Postal Service to each Lot therein. No other kind of mailbox but a CBU shall be allowed in any Subdivision that is subject to this Section. Each CBU shall comply with the manufacturer's and U.S. Postal Service's requirements (including those for location, installation, clearance, and use), the Subdivision Directives, and the applicable Subdivision Agreement. (D) Pullout Required for each CBU. All Subdivisions subject to this Section shall include a pullout for each CBU. Each pullout shall meet the following standards: (1) The pullout shall provide safe and convenient public access, including ADA standards . (2) The pullout shall be at the area on the Street closest to the CBU. (3) The pullout shall be configured to be functional for the general public without intruding or creating an undue negative impact on private property. (4) The pullout shall be at least 6 feet wide, measured from where the side of the Street would be without the pullout. (5) The pullout shall be at least 18 feet long, measured from where the pullout begins on the Street to where the pullout ends . ( 6) The pullout shall be marked or signed as a temporary stopping area and not a parking spot in compliance with the MUTCD and the Standard Specifications. Section 2. Severability. The sections and subsections of this Ordinance are severable. The invalidity of any section or subsection shall not affect the validity of the remaining sections or subsections . Section 3. Effective Date. This Ordinance shall become effective upon its passage, execution and publication in the manner provided by law .
