THE STATE OF VIRGINIA COMMUNITY BASED YOUTH PROGRAMS

WHEREAS, the Loudoun County Department of Youth and Family Services has applied for a
grant with the Virginia Department of Criminal Justice Services to provide alternative interventions to
divert youth from placement in adult jails and other restrictive settings; and
WHEREAS, this grant will target the high risk area of Leesburg's northeast quadrant and the
children that reside there; and
WHEREAS, the State of Virginia will pay the salary of one police officer for a period of two
years that could be renewable; and
WHEREAS, this grant would encourage and foster proactive policing and positive contacts
between the police and youth in need of services; and
WHEREAS, the proposed Town of Leesburg Police Department Fiscal Year 1997 Budget
includes $9,800 necessary for the town's share of funding for the first year of this grant program:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Leesburg Town Council hereby authorizes the expenditure of the town's matching funds, as
budgeted, for the implementation of the Community Based Youth Programs Grant, and the Town
Manager is hereby directed to have the Chief of Police send a copy of this resolution to the Virginia
