CREATING A JUDICIAL CENTER REVIEW COMMITTEE AND
MAKING APPOINTMENTS
WHEREAS, on April 16, 1996, Rich McCary, Chairman of the Loudoun County Judicial
Center Task Force, presented a report to the Council's Administration and Public Works
Committee; and
WHEREAS, the report is the product of the task force which was appointed by the Loudoun
County Board of Supervisors to develop an action plan to meet the judicial system's space needs;
and
WHEREAS, the report made several recommendations that directly affect Leesburg's
historic district; and
WHEREAS, it is Town Council's desire to incorporate citizen input into this significant
public project; and
WHEREAS, to ensure public input from the town's perspective a committee should be
created and convened to review the task force report and prepare preliminary recommendations for
Town Council by May 28, 1996; and
WHEREAS, each Councilmember is to submit names up to constitute the fourteen members
of the sixteen person committee; and
WHEREAS, two Councilmembers shall be appointed to the committee.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. A Judicial Center Review Committee is hereby established to include sixteen
members, nominated and approved by Town Council, with the responsibility to review the Judicial

Center Task Force report from a town perspective and make preliminary recommendations to the Town
Council by May 28, 1996.
SECTION II. The committee shall consist of the following persons: Councilmanic
Representatives: Jewell Emswiller and Frank Buttery, Committee members: Pamela Grizzle, Galen
Wixson, Sid Lissner, Bruce Roberts, Tom Jewell, Alicia Wilson, Galen Brooks, Revell Michael, Rhonda
Paice, Paul Dodaro, Pat Devine, Joe Kelly, Emory Plaster and Tom Nails.
PASSED this 25th day of April, 1996.
