the Balmoral Hotel which had been approved at the last council meeting.
A letter from the Economic Society of South Florida was read
to the council and Mr. Webb said that he had studied the attached report on
water conditions for Dade County. He said,he considered the project worth-
while. Thereupon on motion of Mr. Colling, seconded by Mr. Brown it was unan-
imously voted to send.$25.00 to the Society for their work.
An application for the renewal of the taxi permit by Gunnar W.
Lind at the Kenilworth Hotel and for,twq additional cabq at the Bal Harbour
Hotel was submitted and approved on motion of Mr. Brown, seconded by Mr. Collins.
Also submitted was.an,application for a taxi permit for an unmetered cab at the
Sea View Hotel by Bob Front., This "application was also approved unanimously on
motion of Mr. Collins,, seconded by Mr. Brown.
An application by'Causeway Rental Service to operate five U- Drive-
It ears from the Sea View Hotel was considered and on motion of Mr. Collins,
seconded,by Mr. Brown, unanimously approved.
Mr. Webb reviewed the application for a Liquor License for the
Balmoral Hotel,,. After discussion on motion of Mr. Brown, seconded by Mr. Collins,
the license was unanimously granted subject to the "submitting of finger1rints by
the owners.,
Mr. Webb then submitted the application of, the, Ball Harbour, Hotel
for a Liquor License. On motion of Mr. Collins, seconded by Mr. Brown the license
was unanimously granted.

Mr. Webb said that the owners,of Lot 1 on the Oceanfront wished
to' extend the groin they are now building out to the legal limit of one hundred
_feet beyond the,seawall. After studying the plan on motion of Mr. Brown, second -
ad by Mr. Collins', permission was unanimously granted.
Mr. Brown asked how the plans for the Village Hall building were
progressing and Mr. Webb showed the ,ketches he had.received frpm.,Mr. Sehoeppl's
office and said that the blueprints could be made up shortly.
There being no further business before the meeting on motion of
Mr. Collins, and seconded by Mr. Brown, the meeting adjourned.

The Council of Bal Harbour Village met at the Village Hall, Monday,
December 20, 1954 at9:00 o'clock P. M.
There were present: Messrs. Beatty, Stokely and Dr. Leonard
,Absent: Messrs. Brown and Collins
Also present were W. H. Webb, Village Manager; Mary Wetterer,
Village Clerk; and Thomas Anderson, Village Attorney.
The minutes of the pre,%i.ous meeting of November 15, 1954 'were
read and approved.
The council then considered Ordinance No. 37 a new ordinance gov-
erning signs in Bal Harbour Village and Mr. Webb read to the counei.l a letter
from Mr. Harry Brown stating his views on the subject. After discussion on
motion of Mr. Stokely, seconded by Mr. Beatty the ordinance.entitled.'
"AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORIDA, PRO-
HIBITING BILLBOARDS; REGULATING AND CONTROLLING THE
ERECTION, USE, MAINTENANCE AND WORD CONTENT OF ALL
TYPES OF SIGNS, ON IMPROVED OR UNIMPROVED PROPERTY,
EITHER WITHIN OR WITHOUT, OR UPON, ALL BUILDINGS AND
STRUCTURES, IN. ALL RESIDENTIAL AND BUSINESS ZONES,
BY EITHER THE OWNER, LESSEE, OR OCCUPANT OF SUCH LAND,
BUILDING OR STRUCTURE; PROVIDING FOR THE APPROVAL i)F'
ALL PROPOSED SIGNS AND THE REMOVAL OF NON- CONFORMiNQ,
SIGNS; PROVIDING PENALTIES FOR VIOLATIONS; AND WAIV-

Mr. Webb then reported to the council that the work at Tract OB0,
had been completed and it was now in order to set up a Confirmation Date to
_ .establish A lien against the Community National Bank. Resolutilon No. 29
was then read to the council and on motion. of Mr..Beatty, seconded by Mr.
Stokely, was unanimously passed.
Mr. Webb told the council that he ,had received a letter from the
Economic Society of South Florida expressing their gratitude for the $25.00
donation.
The council was shown a sketch of a bulkhead for. Lot 1 of the
Ocean Front. and Mr. Webb explained that Zurwelle- Whittaker had de-
signed this gall so that the proposed hotel could have underground parking.
After discussion on 'motion of Mr. Stokely, seconded by Mr: Beatty, Scheme
#1 was unanimously approved.
Applications fop U- Drive -It- Permits for the Balmoral and_Emeral&
Isle Hotels were submitted. On motion of Mr. Stokely, seconded by Mr. Beatty,
Pershing Auto Rentals, Inc. were granted the permits.
Application.was made by Circle Cabs.for four.Taxi Permits for the
above hotels and. on motion of Mr. Beatty, seconded by Mr. Stokely, unanimously
ly approved.
Mr. Webb told the council that with toe two new.hotels he would like
to have an additional police officer for three months during the winter season.
After discussion on motion of Mr. Stokely, seconded by Mr. Beatty, the request

Mr. Webb explained to the members that the City of Miami Beach had
recently amended their license ordinance to permit various closing hours for
bars on a graduated fee basis. He asked that the council give this idea -some

thought and possibly amend our ordinance for next 'season.
Mr. Webb asked the council to consider amending the Auto Inspection
Ordinance to provide for yearly inspections. He said that a great many'o£ our
people have received citations from other cities due to being out of -the village
when the stickers expired. After discussion it was agreed greed by the council to set
up the inspections on a yearly basis to expire March 15th.of each year, and have
An ordinance prepared for the next•meeting.
There being no further business before,the meeting on motion'of Mr.

A' special meeting of the Bal Harbour Village Council was �tAngd Thurs

All the members of the council were present together with W. H. Webb,
Village Manager and Mary Wetterer, Village Clerk. j.
Dr. Leonard explained that the meeting had been called to approve a
plat called "Ocean Front Addition" for the resubdivision of Lots 17, 18, and.19
of the Ocean Front Section of.Bay Harbor, Plat Book 44, page 27, that portion of
former pnblic.road: known as CollinssL Avenue, closed by Resolution No. 6429 of Dade
County' Commissioners, Deed Book`38P'Art,pa�ges;'85, 94i apd,85,-snd. all of Tract
"G" of the residential section of 'Bal Harbour., Plat Book 44; page 950
Mr. Webb said he had talked to all the members about this and .read
Ordinance.No. 38 covering the acceptance of-the plat'. Thereupon on motion of Mr,
Beatty, seconded by Mr. Collins the ordinance was unanimously passed.
Mr. Webb also suggested that before the plat is signed and returned to
Zurwelle- Whittaker, Inc. that Mr. Whittaker make the.set -back lines part of the
plat. It wag moved by Mr.. Beatty, seconded 4 Mr..Stokely, and unanimously voted
that the north side of the north lot be forty (40) feet and the remainder carried,
as shown on the plat recorded.in Plat Book 44 at page 27 of the Public Records of
Dade County, Florida, w

Mr. Carlos.Schoeppl, the architect designing the Village Hall, appeared
before the meeting and the council discussed with him -the possibility of changing
the front design of the building to a modern one. Mr. Schoeppl,said that he
believed the..eolonial design was more in keeping with the surroundings. After
further discussion it was agreed to have blue prints made so that bids could be
submitted.
