Ms. McMillan called the meeting to order at 10:02 a.m. and asked everyone to introduce themselves. A
quorum of 11 voting members or their designee was present.
2. Public comment

3. Adoption of the agenda as printed or amended
Mr.Benz moved and Mr.Bange seconded to adopt the agenda as printed.The motion passed unanimously.
4. Approval of the minutes from the meeting of May 5,2016
Mr. Benz moved and Mr. Henderson seconded to approve the minutes from the meeting of May 5,2016 as
printed. The motion passed unanimously.

A. Draft Capital Area Pedestrian and Bicycle Plan
Ms. Williams explained that the Steering Committee reviewed and forwarded the draft plan to the
Technical Committee. She stated that staff has started outreach to the CAMPO jurisdictions. Ms. Williams
discussed the vision and goals and gave a brief overview of the draft plan. She explained that each
jurisdiction's implementation study will be included in the plan.
Mr.Rotenberry discussed a livable streets policy for CAMPO.
Mr. Bange moved and Mr. Henderson seconded to continue the Draft Capital Area Pedestrian and Bicycle
Plan to the September 1,2016 Technical Committee meeting for additional review and comment. The motion
passed unanimously.
B. Draft Letters of Support Policy
Mr. Sanders explained that staff is proposing to amend the Bylaws in order to develop a policy and
procedure for writing letters of support that will be fair to all CAMPO member jurisdictions and reflect the
priorities of CAMPO.He stated that this will be a new section in the Bylaws.
Mr. Bange commented that it seems like we have these types of opportunities occur with very short
timeframes.He suggested forwarding this matter to the Board of Directors.
Ms.McMillan commented that it is one thing for us to say that the project is represented within the plan but
it is quite another to write a letter of support. She explained that this is a policy issue that the Board of
Directors should address.
Mr. Benz moved and Mr. Bange seconded to forward the draft Letters of Support and Letters of
Recommendation Policy to the Board of Directors.The motion passed unanimously.
Mr. Latuszek commented that it would be beneficial to have a resolution and letter come back to the
Technical Committee since the Technical Committee develops the policies for the MPO.
Mr. Benz moved and Mr. Bange seconded to amend the motion to notify the Technical Committee of any
letters that are provided.The motion passed unanimously.
C. Missouri Moves Cost Share Program Project Application Feedback
Mr. Sanders explained that two projects were submitted: (1) Veterans Walk to Riverfront Park; and (2)
Sidewalks on Missouri Boulevard.He stated that applications were due July 29,2016.Mr. Sanders explained
that CAMPO provided letters of support for two projects within our area. He stated that CAMPO will be
involved with the ranking and prioritization of projects within the MoDOT Central District. Mr. Sanders
explained that CAMPO staff requests that Technical Committee members review the submitted applications,
as they are made available, and provide comments. He stated that CAMPO staff will distribute information
about the applications as information is received.
Mr.Allen explained that the Veterans Walk to Riverfront Park will provide bicycle and pedestrian access to
the riverfront.He stated that project cost is approximately$3 million.
Mr. Bange explained that the Missouri Boulevard Sidewalk project proposes sidewalks on the north side of
Missouri Boulevard from Reisinger Road to Stadium Boulevard.
No recommendation was made from the Technical Committee.
D. Administrative Modification to the 2017-2021 Transportation Improvement Program
1. TIP Project No. 2017-02: US 50 Pavement Improvements(Sponsor:MoDOT)
Mr. Rotenberry explained that this change involves including Federal Accelerated Innovation Deployment
Funds for an intelligent compaction and infrared scanning devices for pavements during construction.

Mr. Engelbrecht explained that once the material goes down they can use this new technology to measure
the compaction of the roadway. He stated that this is a change in funding source and the dollar amount has
not changed.
Mr. Sanders explained that this is for informational purposes only,no action is required.

--Mr.Benz gave an update on road projects throughout the County
Federal Highway Administration
--Mr. Latuszek announced that he has accepted the position of Program and Management
Analyst/Right of Way Program Manager within the Federal Highway Administration. He will remain
at the FHWA Jefferson City location.
Holts Summit
--Mr. Tate gave the following updates: (1) Halifax Road realignment and sidewalk project; and (2)
Safe Routes to School Project on North Summit Drive.
Jefferson City Area Chamber of Commerce
--Mr.Allen gave an update on the Veterans Walk pedestrian bridge to Riverfront Park Project
Jefferson City
--Mr. Bange gave an update on the following projects: (1) Wayfinding Signage Plan; (2) Stadium
Boulevard/Jefferson Street project; and(3)streetscape improvements in the 400 block of E High Street
and the 300 Block of Adams Street.
--Mr. Gates gave updates on the following: (1) flash flooding at the Ice Arena; (2) Wellness Center;
and(3)Parks Master Plan
--Mr. Stegeman reported that JEFFTRAN was not awarded the low-no emissions grant.
Missouri Department of Transportation
--Mr. Green gave an update on the following projects: (1)resurfacing Highway 50/63 from the Moreau
River Bridge to the Osage River Bridge; (2) improvements at Liberty Lane/Shamrock Road
intersection; (3) adding a left turn lane at Lisletown Road; and (4)bridge replacement at Route J and
Route M.
--Mr. Lynch gave an update on the following: (1)Missouri River Bridge; (2) establishing a road safety
audit team to look at the entire corridor from Mexico to Camdenton due to fatality accidents.

ONE DOT hereby approves the Capital Area Metropolitan Planning Organization (CAMPO) FY2017
Unified Planning Work Program (UPWP), as requested by Missouri Department of Transportation
(MoDOT) correspondence of August 26, 2016. This approval is based on a description of work found to
adequately support FHWA and FTA-funded technical studies and grant activities.
The CAMPO Board of Directors approved this document May 18, 2016. The CAMPO FY2017 UPWP
period is November 1, 2016—October 31, 2017.

Traffic Engineering Assistance Program(TEAP)Funding Now Available
Application period 07/07/2016 through 09/09/2016
The Missouri Department of Transportation is seeking projects that could be funded with Traffic Engineering Assistance
Program (TEAP)funds.
The Traffic Engineering Assistance Program (TEAP)allows local public agencies(LPA)to receive engineering assistance
for studying traffic engineering problems. LPAs facing a traffic safety or operational problem can utilize the LPA On-Call
Consultant List to perform a traffic study.
Typical traffic engineering related projects include: corridor safety and/or operational analysis, intersection(s)safety
and/or operational analysis,speed limit review,sign inventory, pedestrian/bike route analysis, parking issues, and other
traffic studies, etc.
Local public agencies are reimbursed for eligible project costs at a rate of 80 percent with the local agency providing a
20-percent match. Funds administered by MoDOT will provide 80 percent of the TEAP project costs, up to$8,000 per
project. If the total cost is greater than $10,000,the local agency can pay more than 20 percent to
complete the TEAP project, if desired.
Eligible projects must be able to be completed by spring of 2017.
Applications are due September 9, 2016 to the district LPA staff,with selected projects to be announced in October
2016.

SUBJECT: Draft Capital Area Pedestrian and Bicycle Plan
At the August 4, 2016 Technical Committee meeting, staff introduced the draft Capital Area
Pedestrian and Bicycle Plan. In July, the Pedestrian and Bicycle Plan Steering Committee
members voted to forward the draft plan to the Technical Committee for review. Staff hopes to
collect any comments and critiques the Technical Committee members may have. Please
forward any comments or concerns back to staff by the September 1, 2016 Technical Committee
meeting or you may bring them up at the meeting for discussion. Pending review and
discussion, staff recommends the Technical Committee forward the Capital Area Pedestrian
and Bicycle Plan to the Board of Directors with a recommendation for approval.
The plan is intended as a resource to improve safety, connectivity, and mobility for pedestrian
and bicycle users in the CAMPO planning area. Additionally, the goals, recommendations, and
strategies outlined in the plan can be used by jurisdictions to develop an individualized
implementation strategy to fit the unique pedestrian and bicycle needs of individual
jurisdictions.

SUBJECT: 2017-2021 Transportation Improvement Program Amendment#1
TIP Project#2017-01 —Route 50/Liberty Road safety improvements
MoDOT recently changed the scope of the Route 50/Liberty Road safety improvements to
include the intersection of Lisletown Road and Route 50. Appendix C of the 2017-2021
Transportation Improvement Program (TIP) states the requirements of what constitutes an
amendment versus an administrative modification. In this particular case, there was a major
change in design concept or design scope (the change of the project termini of more than 1/2
mile). Therefore, because of this inclusion, which is 0.7 miles east of Route J at Taos, this
triggers a TIP amendment.
This project, before the addition of the Lisletown Road intersection, is identified in the
Metropolitan Transportation Plan.
Attached for your review and more detailed project information is the TIP Project Application.
Staff recommends approval of this amendment. If approved by the Technical Committee, staff
will: (1) post the amendment notice on the website; (2) initiate a minimum seven (7) calendar
day public comment period; (3) send notices to the participating jurisdictions; and (4) place the
amendment on the September 21, 2016 Board of Directors meeting agenda.

SUBJECT: Status of Current Work Tasks
Major active work tasks to be discussed at the September 1, 2016 Technical Committee Meeting
include:
• Travel Demand Model and List of Recommended Improvements RFQ. The LPA
procurement process has been placed on hold until next year's funding agreement is in
place. Staff has begun work on the management of updating the current land use model
to support this project.
• CAMPO has received both the PL funds and STP funds agreements for FY 2017 from
MoDOT and the execution process has commenced.
• JEFFTRAN System-Wide Assessment. We are working with the preferred consultant to
develop a well-defined project scope,budget and timeline.
• FAST-Act Performance Measure. CAMPO staff attended a two day Capacity Building
Program Workshop on Data Management,Data Usability and Analysis in late August.
• Staff has begun updating land use data in support of the update of the Long Range
Transportation Plan.
