HomeMy Public PortalAboutr 95:149 No, 95-149 Date of Adoption MAY 4, 1995 AUTHORIZING AGREF/~ENT FOR EXTRAORDINARY, UNSPECIFIED SERVICES WHEREAS, there exists a need for Insurance Coverage; and WHEREAS, the maximum amount of the contract in question is $155,800 for General Liability and Property coverage, $108,998 for Business Auto, and $30,000 for Umbrella Liability, and Funds are available in an appropriations entitled Insurance and Surety Bond Premiums and have been Certified by the Chief Finance Officer, said certification being attached; and WHEREAS, N.J.S.A. - 40A:ll-1 et seq. requires that the Resolution authorizing the Award of Contrac%s for "Extraordinary, Unspecifiable Services" without competitive Bids and the Contract itself must be available for public ~nspection; and ~HEREAS, Patrick J. DeBlasio has Certified that this meets the - Statute and Regulations governing the Award of said Contracts; NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Carteret as follows: 1. The Mayor and Borough Clerk are Hereby Authorized and Directed to Execute the attached Agreement with Global Indemnity Insurance Agency, Inc. 2. This Contract is awarded without competitive bidding as an "Extraordinary, Unspecifiable Service" in accordance with 40A:11-5 (1) (a) (ii) of The Local Public Contracts Law because Insurance including the Purchase of Insurance Coverage are specifically excluded. 3. Notification of Contract Award shall be printed once in the News Tribune. Adopted this 4th day of May, 1995 and certified as a true copy of the original on May 5, 1995. KATHLEEN M. Cost: $155,800 - General Liability and Property Coverage $108,998 - Business Auto $ 30,000 - Umbrella Liability Period: January 1, 1995 thru December 31, 1995 Purpose: Insurance Coverage for General Liability and Property Coverage, Business Auto, and Umbrella Liability This is requested to be awarded without competitive bids as an extraordinary, unspecifiable service (N.J.S.A 40A:11-5 (1) (a). I do hereby certify as follows: 1. Quotations have been solicited and are as follows:: Global Indemnity Insurance Agency, Inc. - as stated above This is the lowest quotation. (If not, explain why in detail) Yes 2. Insurance coverage is specialized and qualitative in nature requiring expertise, extensive training and proven reputation. Insurance contracts have been modified over the years to conform to Borough requirements and policies. 3. This cannot be described by written specifications because: It is not reasonably possible to draft specifications to meet the Borough requirements of all the various liability coverage and administration thereof. 4. I have reviewed the rules and regulations of the Division of Local Government Services as contained in the local public contract guidelines (revised) and certify that the proposed contract may be considered as an extraordinary, unspecifiable service in accordance with the requirements thereof.
