Please allow three business days to process the request. Minutes of Meeting Jefferson City Council Committee on Administration Wednesday, July 6, 2016 City Hall - 320 E. McCarty Street Large Conference Room ATTENDEES. Committee members present: Jim Branch, Glen Costales, Rick Mihalevich, Mark Schreiber, Erin Wiseman(at 7:39 a.m.) Staff present: Drew Hilpert, Janice McMillan, Steve Crowell, Margie Mueller, Todd Spaulding Others Present: Madeline Laroux, Mayor Carrie Tergin Meeting came to order at 7:30 a.m. Councilman Schreiber made a motion to approve the minutes which was seconded by Councilman Costales. The motion passed 4-0. Amending the Grant Application Process. Presented by Drew W. Hilpert and Margie Mueller. Mr. Hilpert and Mrs. Mueller explained that staff's draft of modifications to the Grant Application and approval process to allow the City Administrator to approve all grant applications which do not have a city match of more than $5,000. The draft was prepared based upon instructions given to staff at the June Administration Committee meeting. After discussion and questions, Councilman Costales made a motion to move the bill onto the Council which was seconded by Councilman Schreiber. The motion passed 4-0. Cultural Arts Committee Liaison. Presented by Janice McMillan. Mrs. McMillan explained the bill which proposed to have the Cultural Arts Commission report to the Parks and Recreation Commission. Ms. McMillan explained that the Parks Commission's mission more closely aligns with Cultural Arts, than does PPS. In addition the bill allows one member of Cultural Arts to be appointed by the Parks Commission. After discussion and questions, Councilman Costales made a motion to move the bill onto the Council which was seconded by Councilman Schreiber. The motion passed 4-0. Councilperson Wiseman entered the meeting at this point. EQC. Presented by Janice McMillan. Mrs. McMillan explained the bill which proposed to change the purpose of Environmental Quality Commission from its current purpose to a Wellness driven purpose. There was discussion about whether they Administration Committee should take action now or wait until the Administration Committee has an opportunity to review all the citizen committees. Councilman Costales suggested the EQC make their annual report to the Parks Commission rather than the Council. After discussion and questions, Councilperson Wiseman made a motion to move the bill onto the Council which was seconded by Councilman Costales. The motion passed 4-1 with Chairman Branch being the no vote and all others voting in favor. Appointments Review. Presented by Drew Hilpert. The committee reviewed the recommendations by Mayor Tergin. After discussion and questions, Councilperson Wiseman made a motion to move the appointments onto the Council which was seconded by Councilman Costales. The motion passed 5-0. The position approved was as follows: Current Full terms Board or Commission Recommenc; New term Term Full/Partial Volunteer served appointment expires Erin Wiseman/ N/A Planning &Zoning Matthew Hall May 2017 FULL ALTERNATE There being no further business, after discussion and questions, Councilperson Wiseman made a motion to adjourn which was seconded by Councilman Costales. The motion passed 5-0. The meeting ended at 8:01 a.m.
