A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY PROVIDING FOR THE
ESTABLISHMENT OF A YOUTH COMMISSION AND
SETTING FORTH THE DUTIES OF THE COMMISSION.
WHEREAS, the City Council of the City of Temple City has
determined that it is advisable that a youth commission be
appointed to assist in the planning, implementation and evalua-
tion of the youth programs and activities presently existing and
those which may hereafter be adopted by the City of Temple City,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. There is hereby established an advisory youth
commission for the City of Temple City with membership powers
and duties as provided herein.
SECTION 2. The youth commission of the City of Temple City
shall consist of not more than eleven (11) voting members ap-
pointed by the Mayor with the consent of the City Council, and
in addition thereto, ex- officio members may be appointed as
non - voting members; all members, with the exception of the ex-
officio members, shall be between the ages of 14 and 20, and
may not be older than 19 at the time of appointment.
SECTION 3. If a member of the youth commission shall be
absent from three (3) consecutive regular meetings of said
commission without cause, the office of such member shall be
deemed to be vacated, and the term of such member ipso facto
terminated.
SECTION 4. Absence due to illness or an unavoidable
absence from the City because of business or otherwise, and
written notice thereof to the commission on or before the day
of any regular meeting of said commission, shall be deemed
absence for cause.
SECTION 5. Of the voting members of the commission first
appointed hereunder, six (6) shall serve for a term of two (2)
years; five (5) shall serve for a term of one (1) year. The
successors shall be appointed for terms of two (2) years. If
vacancies shall occur other than expiration of term, they
shall be appointed for the unexpired portion of the term. The
ex- officio members shall serve at the pleasure of the Mayor
and City Council.
SECTION 6. The City Manager or his designee shall serve
as staff representative to the commission and be in attendance
at all meetings.
SECTION 7. Notwithstanding the provisions of any previous
section of this resolution, all members of the youth commission
shall serve at the will of the City Council.
SECTION 8. The'yoOth: commission shalh have the right 'to

(a) The time and place of meetings with at least one
regular meeting each month;
(b) the time and method of electing officers;
(c) such other matters relative to the organization
of the commission and methods of administration
of its duties.
SECTION 9. It shall be the duty of the youth commission
to suggest the most practicable means for coordinating the
activities of various agencies of this City with respect to
youth activities and programs; to stimulate and assist in the
preparation and publication of youth activity reports; to
receive suggestions and complaints having to do with youth
matters; and to recommend to the legislative body of this City
ways and means for improving youth programs and the implementa-
tion and administration of said programs.
SECTION 10. It shall further be the duty of the youth
commission:
(a) To represent the interests of local youth in
community affairs;
(b) to represent the City in matters of interest to
youth in the community;
(c) to meet with other City commissions and /or the
City Council when appropriate;
(d) to meet with local youth groups and individuals as
appropriate to hear their suggestions, problems
and requests;
) to evaluate all such suggestions, problems and
requests brought to the commission's attention
and to make recommendations regarding matters
of interest to local youth and submit such
recommendations for consideration by the City
Council;
(
•(f) to assist in helping other youth in the community
to understand and appreciate the workings of local
government;
(g) to obtain interpretations for local youth on those
City ordinances, rules and regulations which affect
them;
(h) to encourage local youth to actively participate
in community affairs and matters of concern to the
City;

(i) to establish and recommend priorities in youth
matters which should be given City Council
consideration;
(j) to keep a record of all business, minutes,
transactions, findings, determinations, corres-
pondence and other matters coming before it :.
Such records shall be maintained as are the
records of other bodies and agencies.
SECTION 11. The City Clerk shall certify to the adoption
of this Resolution.
