Regular Session
June 12, 2007
7:00 P.M.
Greencastle City Hall
I. Call to Order; Roll Call;
A. Nancy A. Michael called meeting to order at 7:00 P.M.
B. Deputy Clerk Treasurer Pam Pierce found all councilors to be present with the
exception of Bob Sedlack and John Lanie.
II. Public Hearing: Resolution 2007 -9, a Resolution Authoring Additional
Appropriations to the Annual Budget. With no questions the Public Hearing was
complete.
III. Special Requests /Presentations;
A. Karla Lawless, Putnam County Convention and Visitor Bureau. Karla was not
present so Russ Evans was representing the Board. They will be hosting a
"Sidewalk Chalk Art Brush Bash" on September 29, 2007 form 10:00 a.m. to
2:00 p.m. There will be many prizes from around the state and all monies and
® canned goods from this event will go towards local charities.
B. Margo Payne. Putnam County Public Library: A Festival of the Book will be
held on September 15, 2007 form 9:00a.m. to 5:00 p.m. by the Library As a
safety precaution since there will be a lot of activity they are requesting the
closure of Popular Street between Vine and college for the duration of the
festival. With no question Tom Roach mad a motion to approve, second by
Russ Evans, unanimous approval
C. Cheryl Spencer: Request to close portions of Washington, Wood, Arlington,
Durham, Bloomington, Locust, Spring, Vine, College, Indiana, Franklin Streets
and Indianapolis Road for the 2007 Putnam County Fair Parade and Fitness
Run. The Parade will be on July 20, 2007 scheduled to be downtown at 6:30
p.m. and to last approximately 1 %2 hrs. The question asked was if the Fire,
Street and Police Dept heads were in on the arrangements as in the past.
Cheryl answered yes they were and will be meeting with them in the near
future. Tom Roach made a motion to approve, Russ Evans second, unanimous
approval.
IV. Public Petitions and Comments: there were none
V. Approval of Minutes: Tom Roach moved to Table the minutes until next meeting,
seconded by Mark Hammer, unanimous approval.
VI. Approval of City Claims: Motion by Mark Hammer to approve claims as presented,
second by Russ Evans, unanimous approval.
VII. Old Business
® A. Ordinance 20074, An Ordinance Amending Section 7 -76(a) of the Greencastle
City Code, Motion by Tom Roach, second by Russ Evans, unanimous approval

B. Ordinance 2007 -5, An Ordinance Amending Chapter 4 Article 2, Division I and
III of the Greencastle City Code, Attorney Laurie Hardwick discussed Sec 4 -23,
Fees. After discussion Mark Hammer suggested striking the word continuous
from the article. Tom Roach made motion to approve as amended, Russ Evans
second, unanimous approval.
C. Ordinance 2007 -6, An Ordinance Creating Section 9 -23 of the Greencastle
City Code Regarding Water Line ownership. Tom Roach mad a motion to
approve, second by Mark hammer, unanimous approval.
D. Ordinance 2007 -7, An ordinance Amending Sections 9- 21,9 -27, and 6 -99, of
the Greencastle City Code Regarding Unclaimed Utility Deposits, Tom Roach
made motion to approve, second by Russ Evans, unanimous approval.
VIII. New Business:
A. Resolution 2007 2007 -9, A resolution Authoring Additional Appropriations
To The Annual Budget, Tom Roach asked question about Dept. of Public
works not having a budget line for phone service. Paul Wilson explained
that the money is there and there was not a line item for phones but will be
for next year. Tom Roach made motion to approve, second by Mark
Hammer, unanimous approval.
B. Ordinance 2007 -8, An Ordinance Amending the City of Greencastle Zoning
Code Regarding Sponsorship Signs: Presented for discussion by Shannon
Norman. Russ Evans made a motion, Tom Roach second, unanimous
approval.
C. Annual Tax Abatement Resolution: Presented by Bill Dory, Tom Roach
O made motion to approve, second Mark Hammer, unanimous approval.
IX. Department Reports:
A. Cemetery-Ernie Phillips
1. Present: nothing to add other than everything is looking nice at the
Cemetery.
B. City Engineer.
C. Fire Department -Bill Newgent.
1. Present: nothing to add other than the FEMA Grant is 75% done and
they will request additional funds to be sent thru FEMA.
D. Park and Recreation -Rod Weinschenk.
1. Present; Rod reported that the park has been very busy this month with
very good attendance. Russ Evans brought to Rod's attention to check
the" fading" no parking signs on the 3r base side and also painting of the
white and yellow curbs. Rod will be checking into these issues. Rod
welcomed everyone to the 4` of July Festivities.
E. Planner- Shannon Norman
F. Present; Shannon stated that Dave Varvel and herself have had a lot of
projects this month. Tom Roach wanted to Thank Shannon for the
efforts that were done in his area. Shannon is working on the Putnam
County Comprehensive Planning Committee; Michael Smiley was
introduced as Shannon's Summer Intern.
G. Police Department -Tom Sutherlin.

H. Street Department -Paul Wilson.

J. Water Works -Terry Dale
1. Present; Department is still looking for water loss. They may replace all
new valves. The water table is good. They do not pump as much as use
to.

X. Reports
A. Mayor's Report
1. All Day Conference in Danville for Shannon tomorrow. Thursday at Fair
Grounds there will be a public meeting with the residents in that area.
B. Clerk Treasurer's Report
1. Pam Pierce is standing in for Teresa tonight since she is in Muncie at a
conference.
C. Councilors
XI. Adjournment
A. Motion by Mark Hammer, second by Russ Evans, unanimous approval at
8:10 p.m.
