HomeMy Public PortalAbout2016-08-011 REGULAR COUNCIL MEETING, AUGUST 1, 2016 CALL TO ORDER The Regular Council Meeting of August 1, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Costales, Graham, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Branch and Henry A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Prather to adopt the agenda as published, seconded by Councilman Mihalevich, and approved unanimously. MOMENT OF SILENCE: Mayor Tergin called for a moment of silence in memory Mr. Richard (“Dick”) Crader who passed away on July 28. Mr. Crader had served as a City Councilman from 1979 -1981 and was a City employee from 1982-2003. BOY SCOUT RECOGNITION: Mayor Tergin noted that Boy Scouts were in the audience and asked them to come forward to introduce themselves, their troop, and state what badges they were working towards. Two Scouts were present from Immaculate Conception Troop 6, working on their Citizenship in the Community badge; one Scout was present from Trinity Lutheran School Troop 8, working on his Communications badge. Mayor Tergin welcomed the troops and wished them well in their Scouting activities. MISCELLANEOUS AGENDA ITEMS 2 REGULAR COUNCIL MEETING, AUGUST 1, 2016 Mayor Tergin thanked City staff from the City’s Fire, Police, and Public Works Departments called out during the recent heavy rain storms to respond to citizens affected by flash flooding. Mayor Tergin read and presented a proclamation for “German Heritage Corridor” to Ms. Maura Gray of the Missouri Humanities Council. Ms. Gray thanked the Mayor and City for this recognition of the state’s German heritage. PUBLIC HEARINGS There were no public hearings scheduled for this time. APPOINTMENTS BY THE MAYOR No appointments were recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mr. Joe Wilson made a presentation regarding the Missouri River MR340 event which recently occurred. Mr. Wilson shared photos of the event and thanked the City for presenting the first paddlers to arrive in Jefferson City with a City Coin and a letter from Mayor Tergin. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin reminded citizens that August 2 was election day and that the City’s half- cent sales tax extension issue was on the ballot. City Counselor Drew Hilpert announced that the Truman Hotel TIF issue was tentatively scheduled to come before the Council as a bill introduced at the August 15 Counci l meeting at which time the developer and the City’s legal representative, Mr. Joe Lauber, would make their presentations at that meeting. The public would have an opportunity to provide input at a public hearing scheduled for the Tuesday, September 6, Council meeting. 3 REGULAR COUNCIL MEETING, AUGUST 1, 2016 Councilman Prather, Chair of the Finance Committee, announced the next Budget Committee meeting would be held Thursday, August 4 at 5:30 P.M. Planning & Protective Services Director Janice McMillan announced that the City was accepting applications through Friday, August 12, 2016, for the Rental Façade Improvement Program as part of the Neighborhood Reinvestment Act program. Applications received by the deadline would be evaluated according to Section 25-145 of the City Code. More information may be found on the City’s website, or by calling 573-634-6410. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE No report was given at this time. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS No one signed up to make presentations at this time. A motion was made by Councilman Costales for adoption of Resolution RS2016-17 as presented, seconded by Councilman Prather, and approved unanimously by the following roll-call vote: Aye: Costales, Graham, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Kent Montgomery made a presentation on behalf of his company regarding disposing of City surplus property by internet sales. Following Mr. Montgomery’s presentation, Mayor Tergin recommended that he register with the City’s Purchasing Division to get on the vendor list for products and services. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses made at this time. NEW BUSINESS Mayor Tergin stated that this was Drew Hilpert’s last Council meeting as City Counselor as he had accepted a position in Springfield, MO. She wished him well on his new position and his family’s move to Springfield. Mr. Hilpert made farewell comments to the Mayor, Council, and City staff with whom he had worked for the past ten years. UNFINISHED BUSINESS There was no unfinished business brought forward at this time. 9 REGULAR COUNCIL MEETING, AUGUST 1, 2016 APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Hussey to approve the July 18, 2016, Closed Session Minutes. The motion was seconded by Councilman Costales, and approved by the following roll-call vote: Aye: Costales, Graham, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None ADJOURNMENT As no other business was brought before the Council, Mayor Ter gin adjourned the meeting at 7:00 P.M.
