JH asked for some clarification on number 3 before she could sign the regulation. Motion: Hold off on signing until the Board gets clarification. Add this to the next meetings agenda, made by JH. Seconded by JR. 5 yes. 7:30 Kimberly J. Carlin-massage therapist application No one showed for this hearing. 7:40 Felco-42 Six Penny Lane-continued variance application NI told the Board that she had done a walk through as requested and received an existing floor plan which showed 4 bedrooms. The owners are proposing to eliminate one bedroom and renovate to have 3 bedrooms. Motion: Approve variance request with the stipulation that they raise the system 7/10 of a foot. made by JR. Seconded by DB. 5 yes. Environmentally Sensitive Area Regs. Apply. 7:50 Rene Withstandley-failure to upgrade The Board took no action at this time. 8:00 Ekaterina Backus-massage establishment application RE excused herself from this hearing as she may have a potential conflict of interest and left the room. Motion: Grant permit pending a final inspection, made by JH. Seconded by DB. 5 yes 8:10 Ocean Edge-discussion on monitoring results This was moved to the September 20, 2005 meeting. BOH 9/6/05 Minutes Page 2 1. Minutes from 7/19/05 meeting Board discussed a possible revision. Motion: Accept minutes as revised, made by JH. RE seconded. 5 yes. There was discussion on the difference between a tavern and a restaurant seat. Motion: To be a tavern seat, only disposable plates can be used, made by JH. Seconded by RE. 5 yes. 2. Minutes from 8/2/05 meeting Motion: Accept minutes as presented, made by JH. Seconded by RE. 5 yes. If Mr. Farley hasn't had his inspection done yet, the Board requests that he come to the next work meeting. The Board also requested that the Zoni's be put on the next agenda to discuss failure to upgrade. 3. Discuss Rabies Policy The Board asked that NI tell Charles Sumner to have the Police be able to call another name on the list for back up in case the main person was to far away. They would like to have a '/2 hour pick up time. 4. Discuss potential Dog Regulations Motion: Adopt section 863.2- on as Jillian wrote and consider sending a letter to the Selectmen to request that mutt bags and trash cans be available at the Drummer Boy Park and at the public beaches year round, made by JH. RE seconded. 5 yes. 5. Discuss definition of a bedroom The Board wanted clarification on some things before voting. They asked that Town Counsel be asked the questions and then bring it back to the Board. 6. Discuss Planning Board's application for Euro Classics Noted. 7. Discuss letter from Zisson & Veara re: Vaccination payments. The Board asked that NI find out how Eastham's pre-exposure shots were paid for and bring that information to the Finance Committee. Information on rabies help from the County (The Board asked that NI get a time to be on the selectmen's agenda to discuss an Animal Control Officer and also include the DPW and the Police) 3. Beach testing samples week of 8/8/05 4. Beach testing samples week of 8/16/05 5. Information from Cape Cod Crusade Against Cancer 6. Letter from DPH re: Arbovirus Surveillance Weekly Reports 7. Letter from DPH re: Nickerson Sate Park (The Board asked that NI get a copy of the correction plan) 8. Information on rabies testing 9. Beach testing samples week of 8/1/05 10.
