O _ 2198 Main Street - _ Brewster, Massachusetts 02631-1898 I�III�,�I O (508) 896-3701 Ext. 120 l l O fe AP9 RPBOO FAX (508) 896-8089 THE BREWSTER BOARD OF HEALTH WORK MEETING TUESDAY, SEPTEMBER 20, 2005 AT 7:OOPM TOWN HALL, ROOM A Present: Ed Wanamaker, Chairman, Raquel Ellis, Vice Chairman, Joanne Hughes, James Reynolds, Dan Brightman, Nancy Ellis Ice, Health Director and Tammi Mason, Administrative Clerk. 7:00 Ocean Edge-new operator for the Wastewater Treatment Facility Present were Ocean Edge Attorney John Moyston, and Stephen Silva and Peter Lewis from Coler & Colantonio, the firm now operating the plant at OE. The new operators gave the Board a brief description of what they planned on doing to remedy the problems with the system at OE. 7:10 Peter& Patricia Zoni-failure to produce engineer contract NI passed out a letter from Mr. Zoni stating that Robert B. Our had been contracted to do the work. Motion: Test holes need to be done within one month's time and shown to the Board, made by JR. Seconded by JH. 5 yes. 7:20 Donald Farley-failure to produce inspection report Mr. Farley told the Board that Bennett & O'Reilly will do the inspection. Motion: An inspection report must be produced within one month's time, made by JH. Seconded by RE. 5 yes. 1. Signature on declassification request Motion: Have Ed Wanamaker sign the request, made by RE. Seconded by JR. 5 yes. 2. Discuss Rabies Policy NI told the Board that she had spoken to Mr. Sumner and he told her to use whoever was the closest to the area when a call came in. The request to be placed on the Selectmen's agenda was made and will be on September 26th. A suggestion was made to discuss animal waste at that meeting. The Board also asked if NI could find out from Sherrie McCullough the amount of time she spends on the rabies issues and if she could find out the cost to have an Animal Control Officer (equip., etc.). BOH 9/20/05 Minutes Page 2 3. Discuss Rabies Control funding article This was discussed under#2 4. Discuss pre-exposure prophylaxis recommendations This was discussed under#2 5. Discuss Corridor Overlay Protection District Special Permit application for Methodist Church Noted. 6. Discuss information from WIC meeting on September 12, 2005 NI told the Board about the public comment meeting. It was suggested that the Selectmen should hear Mike Giggey's presentation. NI will talk to Mr. Sumner about setting up a meeting. 7. Discuss re-write of Brewster Board of Health regulations NI thought it would be best to deal with the pending regulations first. Motion: Set up a public hearing for the Leaching facility regulation and the Real Estate Transfer Regulation, made by DB. Seconded by RE. 5 yes. The Board discussed the Body Art Regulation and the Private Well Regulations and decided that they should stay the same. Informational items: 1. Update to Carmody database and permitting sheets from Barnstable County DH & E 4. EDS Responder publication 5. Memo on Individual Varicella case in Mass from July '04-Dec '04 6. Article on Rabies Epidemic 7. Complaint letter 8. Request from Coastal regarding Bay Pines in Ocean Edge 9. Request from Coast to change monitoring requirements for 127 Beach Plum Lane 10. Water Resources and Wastewater activities from CCC staff 11. Proposed FY06 Deliverables for Local Health Coalitions 12. Monthly inspection report for Brewster Manor 13. Letter from Albertsons (Shaw's) (Board asked that this letter be shared with other BOH's) 14. Letter from Stop & Shop (Board asked that this letter be shared with other BOH's) 15.
