A RESOLUTION: WHEREAS, the Personnel Committee has recommended the adoption of an Ethics Policy as guidance for Town Council; and WHEREAS, at its October 1, 1996 meeting, the Administration and Public Works Committee recommended adoption by the full Council. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The attached document is hereby adopted as the official Ethics Policy of The Town Council. Councilmembers shall disclose any meeting with an individual or group with an active application, bid or proposal before the town, where a discussion relating to such application, bid or proposal took place. Councihnembers shall disclose any event attended where such event was paid tbr by an individual or group with an active application, bid or proposal betbre the town. Council Correspondence. mo The use of official town stationery or letterhead by Council or Mayor shall be restricted to official correspondence directed by the majority of the Town Council except as set forth below. Councilmembers shall have the authority to correspond on behalf of the Council for ceremonial duties; areas of responsibility or assignments such as commissions, committees, National League of Cities, Virginia Municipal League or Northern Virginia Regional Planning District. Councilmembers shall use personal stationery for correspondence representing an individual position or personal influence. Co Copies of all correspondence on town stationery or letterhead shall be included in the next regularly scheduled Council agenda packet. Do Councilmembers shall make every effort in written correspondence and in oral communications to distinguish between the official position of the Council as demonstrated by an official vote and personal views of the individual Councilmember. Councilmembers shall distinguish Council policy positions from personal positions when giving public speeches, addresses or comments. Council Executive Sessions. mo Councilmembers shall comply with {}2.1-344.1 et seq. of the 1950 Code of Virginia, as amended. IV. Council Fiduciary Responsibilities mo Councilmembers are required by state law to file disclosure statements of certain personal and financial interests by January 15 of each year. These forms shall be filed and maintained as public record for five years in the Office of the Clerk of the Council. Bo Councilmembers are encouraged to voluntarily update disclosure statements any time there is a material change in circumstance. Councilmembers shall not knowingly use their office or position for personal or family gain or profit. Do Councilmembers shall not use town-owned property or town services for personal or family gain or profit. mo Councilmembers shall not use information acquired in confidence from a town customer, supplier, lessee, or contractor for other than town purposes.
