A RESOLUTION ADOPTING THE 2008-2009 ECONOMIC DEVELOPMENT
ACTION PLAN
WHEREAS, the City of Moab strongly supports community efforts to build a broad -based, sustainable
and environmentally sensitive economy; and
WHEREAS, the City of Moab supports efforts of the City of Moab Economic Development Office to
serve as a catalyst for increased business retention, expansion, and attraction; and
WHEREAS, the City of Moab is committed to the creation of quality job growth in Moab; and
WHEREAS, the City of Moab's Economic Development Office has established a list of goals and
objectives entitled 2008-2009 Economic Development Action Plan for the fiscal year beginning July 1,
2008 and ending June 30, 2009.
NOW THEREFORE, WE THE GOVERNING BODY of the City of Moab do hereby approve the 2008-
2009 Economic Development Action Plan as presented to the Governing Body of the City of Moab on
May 27, 2008.
PASSED AND APPROVED in open Council by a majority vote of the Governing Body of Moab City
Council on May 27, 2008.

2008-2009 Economic Development Work Plan
2008-2009 Moab City Economic
Development Action Plan
Mission Statement:
To seek opportunities to build a strong community through a
broad -based, sustainable and environmentally sensitive
economy; to serve as a catalyst for increased business
retention, expansion and attraction; and to help create
quality job growth in Moab.
Encourage local entrepreneurship and small business
development and expansion by increasing access to counseling
financing, incentives, and other resources.
• Promote classes and seminars by the Small Business
Development Center, Utah State University, USU Extension,
College of Eastern Utah, and other business education
institutions.
• Work with the Wayne Brown Institute to provide financing and
training for entrepreneurs.
Facilitate ongoing access to business training covering
marketing, outreach, best practices, and SWOT (Strengths,
Weaknesses, Opportunities, and Threats).
• Work with Moab Chamber of Commerce to survey the needs of
local businesses.
• Work with Chamber of Commerce to provide local businesses
with access to regional and state economic development
initiatives.
• Keep local companies abreast of information, trends, and
projections that may affect business and business growth in the
region.
• Work with DWS to present regional economic overviews.
• Work with financial institutions and utilities to inform local
businesses of business -friendly programs.
• Participate in efforts to provide ongoing education to local
businesses addressing potential challenges associated with large
scale retail and internet competition.
• Promote the viability of local businesses and local tax revenues
in light of potential commercial development outside Moab City
limits and beyond the Grand County line.

Promote more secure, financially stable employment
opportunities for Moab residents.
• Work with DWS to provide Moab residents with access to training
programs.
• Regularly survey local businesses on employment opportunities.
• Keep abreast of UMTRA Atlas Tailings project activities in order
to inform local businesses of subcontracting opportunities and
local residents of employment openings.
• Regularly survey extractive industry activities in the region to
inform local residents of employment opportunities.
Promote business -friendly policies and procedures as they
apply to local, state and federal government agencies and
programs.
• Work with local economic development agencies and business
organizations including the Chamber of Commerce, Moab Film
Commission, Small Business Development Center and others, to
create a "one -stop" location for economic development and
business -related services.
• Work with state and federal land agencies to better
accommodate the needs of local production companies regarding
filming activities on public and state lands.
• Improve lines of communication with land management agencies
to keep abreast of economic activities affecting the local
economy.
• Advise local government agencies on ways to better assist local
business in reducing unnecessary delays and "red tape."
Promote art as an economic development tool through
enhancing artistic pursuits and working with artists to develop
business skills.
• Work with the Moab Arts Council and other arts organizations to
provide business training for working artists and artistic
productions.
• Support efforts of arts groups and businesses to increase arts
activities in the community.
• Work with local government and arts organizations to promote
Star Hall as a performance venue.

Promote affordable housing as a necessary component of
future community economic success.
• Work with Housing Authority of Southeastern Utah and Grand
County in adopting a comprehensive workforce housing plan.
• Work with Utah Workforce Housing Initiative and local
landowners in efforts to obtain financing and planning for
affordable housing projects.
• Work with Moab Planning Department to recommend Moab City
Code amendments and adjustments to encourage affordable
housing initiatives.
Work with Moab Film Commission and local production
companies to expand local video production.
• Support and actively promote the Get Reel in Moab Film Festival.
• Support and promote educational efforts to provide skills training
to local production companies and area residents.
• Work with local production companies to pursue projects and
business opportunities.

Work with local businesses and organizations to expand
attractiveness and financial success of downtown shopping
areas.
• Encourage efforts to beautify downtown Moab.
• Work with Moab Planning Department on efforts to enhance
economic activity in downtown commercial zones.
• Work with Moab Planning Department to pursue "Smart Zoning"
initiatives.
Promote higher education as a resource for local residents and
as an economic engine via the development of a destination
campus.
• Work with Utah State University in producing a Higher Education
Needs Analysis and other ongoing efforts to bring higher
education to Moab.
• Work with University of Utah in promoting a field research center
at Entrada Ranch.
• Work with College of Eastern Utah and Utah College of Applied
Technology to provide relevant training programs in Moab.

Promote expanded air travel to Moab and improvements at
Canyonlands Field.
• Participate in efforts to promote Canyonlands Field as a business
location.
• Support efforts to improve and enhance airport facilities.
Promote expansion of health care, both traditional (hospital)
and alternative healing arts.
• Support efforts to build a new hospital and medical campus.
• Support local businesses in promoting Moab as a healing arts
center.
• Work with College of Eastern Utah and Small Business
Development Center in bringing medical coding and other
medical training programs to Moab.
• Work with government agencies and business organizations to
investigate health care insurance options for local businesses
and residents.
Promote the strengthening of infrastructure.
• Work with City and County agencies to ensure that infrastructure
planning and policies enhance the long-term economic viability
of the community.
• Keep abreast of broadband access issues as they apply to the
community's ability to increase online business and lifestyle
opportunities.
Pursue new economic development activities as they arise.
• Participate in regional and state economic development
conferences and seminars in order to better understand
emerging trends.
• Participate in ongoing economic development training.
Increase awareness of economic development activities,
developments, and initiatives.
• Prepare regular reports for the Moab City Council.
• Utilize local media to inform businesses and residents of
available economic development programs and campaigns.
Work with businesses and community organizations to create
"Sustainable Moab."
• Initiate and author a "Sustainable Moab Mission Statement and
Goals Action Plan" to be presented for approval to the Moab City
Council.
