BOARD OF DIRECTORS
July 7, 1994
MINUTES
I. ROLL CALL
The special joint meeting of the Board of Directors of the Midpeninsula Regional
Open Space District and the San Mateo County Parks and Recreation Commission
was called to order by Commission Chair Joseph Scott at 4:15 P.M. in room 401 of
the San Mateo County Administration Building, 590 Hamilton Street, Redwood City.
Board Members Present: Betsy Crowder, Nonette Hanko, and Wim de Wit. Pete
®_Siemens arrived at 4:23 P.M. and Ginny Babbitt arrived at 4:50 P.M.
Board Members Absent: Teens Henshaw and Robert McKibbin.
Commissioners Present: Joseph Scott, Nita Spangler, Rolito Recio, Edna deLarios,
and Richard Biederman.
District Staff Present: Craig Britton, Jean Fiddes, John Escobar, Randy Anderson,
and Malcolm Smith.
Parks and Recreation Staff Present: Patrick Sanchez, Bob Emert, Ron Weaver, and
Kendall Simmons.

There were no oral and written communications.
III. BOARD BUSINESS
1. Preliminary Report of the San Mateo County Trails Advisory Committee of
Additional. Bicycle Access in Countyy Parks - B. Crowder, as a member of the San
Mateo County Trails Advisory Committee, highlighted the committee's May 11, 1994
report on bicycle access, noting that the committee was recommending to the Parks
and Recreation Commission that three trails be added to those already designated in
San Mateo County Parks for mountain bicycle access. The trails are: East Ridge
Trail in San Bruno Mountain Park; Richards Road Trail in Huddart Park; and Towne
Fire Road in Pescadero Park. The commission will be considering the committee's
recommendation at its August 11 meeting. B. Crowder and N. Hanko discussed the
District activities related to mountain bicycles, including the District's multi-year
effort to establish trail use standards, introduction of speed limits and helmet

requirements, efforts to educate bicyclists, and the introduction of radar on District
preserves. J. Escobar briefed the group on the District's trail patrol volunteer
program and the volunteer coordinator's position.
The need for having the same trail use regulations for trails that pass through both
San Mateo County parks and District preserves was emphasized. Patrick Sanchez
stated that any results from the August 11 commission meeting would be shared with
the District and that follow-up joint action could then be planned.
2. Impact of Proposition Iffs Defeat and Preliminary Renort of San Mateo County
Alternative Funding Committee - Both groups discussed their need for additional
funding. Linda Dyson, Chair of the Parks and Recreation Commission's Alternative
Funding Committee, briefed the Board on the committee's work to date exploring
alternative funding options for the San Mateo County Parks and Recreation Division.
She noted that the committee is currently prioritizing its options and plans to take a
recommendation to the Board of Supervisors in September.
N. Hanko stated that members of the District board are also discussing alternative
funding options, adding that it was felt that a San Mateo County measure for parks
and recreation and a possible District funding measure should not be on the same
ballo
t.
N. Hanko explained why the District's boundaries only encompass the southern part
of San Mateo County.
3. Discussion of the San Francisco Water Department Watershed Management
Alternative - R. Anderson and Bob Emert briefed the Board and Commission on the
proposed watershed alternatives. B. Emert said that the Water Department was
scheduled to make a presentation to the Public Utilities Commission on July 26.
IV. ADOPTION OF CONSENT CALENDAR ITEMS
Since a quorum of the Board was not present at the beginning of the meeting, consent
calendar items were approved prior to adjournment.
Motion: P. Siemens moved that the Board cancel the July 13 Regular Meeting
and approve Revised Claims 94-13. B. Crowder seconded the motion.
The motion passed 5 to 0.
V. INFORMATIONAL REPORTS
There were no informational reports.
VI. ADJOURNMENT
The meeting was adjourned at 5:45 P.M.
