Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Mark Hammer, Gary Lemon, and Dave Murray. Tyler Wade absent. III. Public Petitions and Comments A. Greencastle School Board - Brian Cox who is the Common Council representative on the Greencastle School Board came and informed the Council what was going on at Greencastle Community School. Free and reduced lunch was discussed, along with getting more students enrolled in the 21st Century Scholarship program at the Middle School. IV. Special Requests: A. Street Closure Request- 5K Fun Run/Walk- Erin Staggers- Motion by Steve Fields to approve the request as presented, second by Gary Lemon, 6-0, motion carried. B. Noise Ordinance Waiver Request- Phi Kappa Psi Fraternity- Henri Dosti • October 26, 2019 • November 1, 2019 • November 8, 2019 Motion by Adam Cohen to approve all three requests with ending time being 1 a.m. and the fraternity reaches out to all the neighbors, second by Gary Lemon, 6-0, motion carried. C. Street Closure Request- Main Street- Mike Richmond- Motion by Dave Murray to approve the request to close Indiana Street for Downtown trick or treating and to allow Police Chief Tom Sutherlin to make any needed changes to enhance public safety, second by Stacie Langdon, 6-0, motion carried. V. Department Reports: a. Cemetery - Ernie Phillips b. Engineer - c. Fire Department - John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • Looking for candidates to serve on our Human Relations Committee. • Thank you to those who took part in the Mural Project. • Work continues on the DePauw campus, and we have started the new sewer line install. • IBM Lift Station work has started. • Continuing work on the YMCA project. • Leaf pick up will be October 28th - November 27th B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the following items: • Will be attending State Board of Accounts state called meeting next week to get all the updates for 2020. C. Councilors' Report- Adam Cohen wanted everyone to know that State Road 231 is a State INDOT project not a city project. The City will be involved some, and the work will begin sometime in 2021-2022. Stacie Langdon welcomed Eric Bernsee back. She also announced that the DePauw Civic Fellows were doing a rake and run event, and if you need leaves raked call 847-707-8286. Steve Fields re-announced Halloween times. Mark Hammer wished Steve and Cara Setchell best wishes as they move to Washington State, and he is happy his street has been repaved. Dave Murray was wondering when the asphalt was going down on tennis and pickle ball courts, and when will the Wayfinding contract be underway. VII. Approval of Minutes A. Regular Session- September 12, 2019 B. Special Session- September 17, 2019 Motion by Mark Hammer to approve the minutes listed above (September 12th and September 17th minutes) as presented, second by Adam Cohen, 6-0, motion carried. VIII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 5-0, motion carried. Stacie Langdon abstained because of Putnam County Comprehensive Services claim. IX. Old Business- A. Ordinance 2019-8 (Second Reading) An Ordinance for Appropriations and Tax Rates. - Motion by Adam Cohen to approve Ordinance 2019-8 on second reading, second by Mark Hammer, 6-0, motion carried. B. Ordinance 2019-6 (Second Reading) An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2020. - Motion by Gary Lemon to approve Ordinance 2019-6 (Second Reading) with proposed changes, second by Mark Hammer, motion carried 6-0. C. Ordinance 2019-7- (Second Reading) An Ordinance Fixing the Salaries of the Elected Officers of the City of Greencastle for the Year 2020.- Motion by Adam Cohen to accept the salaries in Ordinance 2019-7 (Second Reading) as presented, second by Steve Fields, 6-0, motion carried. X. New Business A. Ordinance 2019-11 A Resolution of the City of Greencastle, Indiana Approving Issuance of Park District Bonds- Motion by Dave Murray to approve Resolution 2019-11 as presented, second by Steve Fields, 6-0, motion carried.
