IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council member Dennis McArthur Council member Dan Gubler, Council member Bruce Case, Public Works Supervisor Zech Prouse, Police Chief Shannon Basaraba, City Clerk Robyn. ABSENT: Council President Jane Shaw. VISITORS: David Bigelow Reports: Public Works Supervisor Prouse said he had completed flushing the fire hydrants and explained that he had been attending a backflow prevention workshop. Supervisor Prouse informed the Council of the last water board meeting. The supervisor said the past issues were that well #3 was complete and passed inspection. The new issues were discussing the acquisition of a new well, new tank, and future installations of water meters. Supervisor Prouse said the board discussed implementing a plan for installing water meters. Mayor Andersen said it would be a good idea to begin educating the people now for future meters and water use so when the time came, everyone would be informed. The Mayor suggested putting information in each newsletter such as water consumption, rates, and target dates. David Bigelow Land Use Issue. Mr. Bigelow said he was concerned about the lots he owns in the Barnes Addition. He said he would like to either develop the lots or sell them, but the way the water and sewer was set up, they would need to be routed around the private property and it would not be cost effective. Mayor Andersen said typically the developer paid for the cost of installing water and sewer lines, but he agreed this was a unique situation since the property dead -ended at private property. Supervisor Prouse said in order to eliminate stagnant water, the water needed to be routed so it looped and did not dead-end. The Supervisor also said that he would need to consult a plat map, but he thought the original plat did not include a through road, which would act as a right-of-way for a water line. Supervisor Prouse told Mr. Bigelow the City would like the land developed as well. Mayor Andersen agreed and said he would consult with the City Attorney. The Council will discuss the issue after the attorney makes a recommendation. Mr. Bigelow thanked the Council for their time. Reports Continued. Council member Case asked what the outcome was for the water tank on the hill. Supervisor Prouse said the tank was structurally sound, there was still a minor leak, but the leak was much 1 slower. Before the tank was repaired, it was calculated the City was losing over 43,000 gallons of water per day; after the repairs, it is losing less than 9,000 gallons per day. Council member Case said the Historical Society needed some financial help with getting the utilities turned on for the new museum. The Historical Society also wanted to know the City's position on the City eventually taking over the museum. Mayor Andersen said they could not obligate a future Council for large scale projects like that. Supervisor Prouse asked if anyone had conducted an inspection of the building to check for potential problems or hazards. Supervisor Prouse said he would schedule someone to conduct an inspection of the building to get an estimate of the cost for repairs. The City would like the inspection performed before it can commit to monetary aid for the Historical Society. Chief Basaraba said he gave the Council members the annual comparison between his activity and the county's. The Chief said he was still waiting to hear back from the Sherriff's department regarding the deputy speeding through the school zone. Council member Gubler said the City could file criminal charges regarding the issue. Chief Basaraba said the Attorney suggested the City should not drop the issue in the event of future incidents. Council member Case said the City needed to pick its battles and was this one they wanted to pursue. Chief Basaraba said this was the third speeding issue and there was a separate incident regarding back-up. Mayor Andersen asked the Council if everyone was on board with moving forward with resolution regarding the speeding incident; the Council agreed they were. The Chief said he was still in a dispute regarding dispatch fees and recommended the City only pay what he had calculated, which he felt was a fair amount. Mayor Andersen asked what was happening with the Emergency Operations Plan. Chief Basaraba said they would be ready to begin in January. Clerk Keyes no report. Work meeting adjourned 7:00 p.m. 2
