Staff and the applicant are seeking input and direction on whether there is support for one or both plans and whether one plan is preferred. Board Absent: Trustee Kalkanis. Others Present: Joshua Blakemore, Village Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Amy De Boni, Community Relations Director; Traci Pleckham, Management Services Director; Doug Kissel, Wastewater Superintendent; Jon Proulx, Planning Director; Lonnie Spires, Building Official; and John Konopek, Chief of Police. There were approximately 11 persons in the audience. Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on February 28, 2022. Second by Trustee Calkins. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis: Commented on a great turn out for the Irish Parade. Presented a Ukraine Solidary Proclamation to representatives of the Ukrainian Genocide Famine Foundation-USA, Inc. Representatives encouraged everyone to donate to help the people in Ukraine. TRUSTEE COMMENTS Trustee Benton: Commented on the war in Ukraine. Thanked everyone involved with the Irish Parade. Trustee Wojowski: Commented on bullet proof vest donations to Ukraine and asked Chief Konopek to reach out to the Police Chiefs Association. Commented on FOIAs and asked for copies. Trustee Ruane: Commented on the Proclamation. Thanked everyone involved with the Irish Parade. PUBLIC COMMENTS No Comments. WORKSHOP 1) 2022-2023 DRAFT FISCAL YEAR BUDGET Village Staff gave an overview of Capital Improvements including an update to the Transportation Plan, 2022 MFT Street Improvement Program, 2022 non-MFT Street Improvement Program, 143rd Street east extension, 143 rd Street west extension, 143rd Street and Wallin Drive traffic signal, Indian Boundary Road structure replacement, Renwick Road improvements, 127th Street and Naperville/Plainfield Road traffic signal, Route 59 and 135th Street pedestrian accommodations, Fort Beggs Drive pedestrian improvements, TIF Projects, and the Riverfront Master Plan Capital Projects. 3 Village of Plainfield Committee of the Whole Meeting Minutes – March 14, 2022 Page 2 Traci Pleckham reviewed the revenue and expenses for the proposed 2022-2023 Capital Fund Budget as well as the Miscellaneous Funds including MFT, Downtown TIF, Route 30 TIF, Bond and Interest, DARE, and Alcohol Enforcement. There was some general discussion regarding potential additional revenue sources. Staff will bring some options back to the Board for discussion. Mayor Argoudelis thanked staff and read the reminders. Trustee Benton moved to adjourn to Executive Session as permitted under the Open Meeting Act, under Section 2 (c)(1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of employees or legal counsel, not to reconvene. Second by Trustee Larson. Vote by roll call. Benton, yes; Calkins, yes; Kalkanis, absent; Larson, yes; Ruane, yes; Wojowski, yes. 5 yes, 0 no, 1 absent.
