HomeMy Public PortalAbout01 January 21, 1969 TC MinutesTObN OF YARROW POINT The regular meeting of the Council of the Town of Yarrow Point was held on January 21, 1969 at 8:00-P. M. at the Town office, 4705 91st Avenue N. E., Bellevue, Washington. Those in attendance were Mayor John Helsel].; Councilmen Jack Nichols, Harvey Rhoades, and Richard. Sandaas; Attorney John Roberts; Alan Newbill from G. T. Sparrow's office; Kenneth W. Day, Street Superintendent and Marshal; Roger Hamilton, Treasurer; and Lorraine Diede, Clerk. The others in attendance were Dr. and Mrs. James McGrath, David Yule, Charles Sitkin, Pete Petersen and Ward Anderson. The meeting was called to order lay the Mayor, Mr. Helsell. The reading of the minutes of the last meeting were dispensed with as councilmen present had received a copy and approved. The first order of business was proposed Resolution #90 entitled "A Resolution regarding the establishment of the Inner Harbor Line:'. There was discussion. A motion was then made by Richard Sandaas that this resolution be adopted. It was seconded by Jack Nichols with the stipulation that no expense would be attached to the establishing of this inner harbor line Further discussion. The motion was then passed unanimously. 2. Proposed Ordinance.#138 entitled "An Ordinance providing for the establishment of a ark fund for the Town of Yarrow Point: was read to the council. After discussion, a motion was made by Harvey Rhoades, seconded. by .Jack Nichols and passed unanimously that this ordinance be adopted. ATTORNEY'S REPORT. 3. Mr. Ward Anderson was in attendance at this meeting to discuss the council's and Park Committee's concern over the lama e caused by Mx. Anderson parkin his trailer on Morni.ngside Park property. After discussion, it was agreed that the park committee would meet with Mr. Anderson at the park site at 11. A. M. next -Saturday and come to a conclusion at that time as to what restitution would be made. 4. N. E. 36th Street. Determination as to the location of this street end has been left to our -Engineer's office. Mr. Newbill was advised that the Town will expect stakes to be placed'in their established locations by the next council meeting on the 18th of February. S. England Road. John Robert's letter of January 21st was read to the council. This letter was sent to Safeco Insurance Company calling upon them, pursuant to their bond, to proceed forthwith with the completion of the improvements in accordance with the approved plans of the Town. :6. Real Estate Contract for Lot 1, Block 10, Replat_of Yarrow_.- entered into between the Town of Yarrow Point and A. I:�. Schroeder January 14, 1969 for a purchase price of $42,500.00 plus $416.66 increase in 1st month of second option period, less $1,S00.00 option payment, less $9,500.00 Forward Thrust money used for down payment. Contract is for a five-year period at 8% interest, making monthly payments due on or before the 15th of each month - payments $648.86 per month. 7. Mr. Roberts stated that the Attorney General's office had acknowledged that the Interagency Committee could accept a real estate contract in lieu of actual title to the property, when funding because available. Mrs. Diede asked that Mr. Roberts forward the Attorney's opinion to the Town office for file. Page 2 - Minutes of Council Meeting January 21, 1969 8. Richard Sandaas asked Mr. Roberts whether or not the Town still owns a part of N. E. 34th Street. Mr, Roberts stated he had understood that this had all been deeded over properly but that he would look into it. REPORT FROM ENGINEER 9. N. E. 32nd Street. Mr. Newbill reported to the council that the Engineer's office had studied the problem of drainage in this area. He presented suggestions as to the logical way right now to handle the situation. Since the source of water comes from Clyde Hill, our Mayor was requested to ifri.te to them requesting their help and offering to pay one-half of the cost of installing a ditch across the two easement roads located within the Town of Clyde Hill. 10. David Yule was in attendance and stated that he would the building officials' office for the one-conTo- ing plE and that he would move the playhouse to within its proper obtaina building permit from ouse he has built in his yard setba 11. Monuments have not been installed :in N. E. 34th Street as yet.--- 12. Mr. Newbill stated that their office had not yet had an opportunity to estimate costs for the establishing of side line boundaries in Yarrow Bay. They have requeste the assistance of Robert W. Jones, Surveyor, on this estimate. 13. McClinton Building Permit #205. A letter had been written to the Building Official's office by the Town requesting information as .to -whether or not two homes were located on the property wider Building Permit #205. No answer received to date. 14. MARSHAL'SREPORT. Report on Police Activities through January 21st previously presented to Mayor, Council. and to the Clerk for File. 15. Marshal Day presented the Town Attorney with a memorandum prepared by the Association of Washington Cities regarding Initiative Measure No. 242, The Driver's Implied Consent Initiative. Mr. Roberts will put this law into proper form to be included in our 'Traffic Ordinance .932. 16. Marshal Day stated that he had presented Mr. Robert"'s with a form of amendment for Ordinance #32 relating to "the throwing of objects at cars". 17. The subject of the possibility of Hunts Point contracting with. Yarrow Point for police protection was mentioned. The reason for this oonsideration would be so that Hunts Point would not have to pay into Social. Security (Employment Security) for which they are not refunded. At the present time the State Auditor's office states that both Yarrow Point and Hunts Point must pay into Kenneth Day's employment security - even though :it is a duplication and Hunts Point cannot be refunded. Marshal Day is to try to determine how best this might be handled. 18. The subject of Retirement a for Kenneth Dax was discussed but not in detail. Mr. Day will present the Council with ur er information as soon as he obtains it. 19. The lease for the police car -for 1969 was presented by Marshal. Day. 20. Proposed Resolution #91 entitled "It is hereby resolved by the Town of Yarrow Point, Washington that allocation ot tuncLs to tne cities ana toRms th Washington should be on a per capita basis" was read to the council. A motion was made by Harvey Rhoades, seconded by Richard Sandaas and passed unanimously that this proposed resolution be adopted, 21. Proposed Resolution #92 entitled "A Resolution transferrinE funds within the Current Expense Fun was presented.. 7ter discussion, a motion was made, seconded and passed unanimously that this resolution be adopted. 22.
