HomeMy Public PortalAbout2016-08-151 REGULAR COUNCIL MEETING, AUGUST 15, 2016 CALL TO ORDER The Regular Council Meeting of August 15, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Graham, Henry, Hussey, Prather, Schreiber, Ward, and Wiseman Absent: *Costales and Mihalevich A quorum was declared present. Mayor Tergin introduced and welcomed Interim City Counselor Mark Comley. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to amend the agenda by adding Resolution RS2016-18 (honoring Sam Baker Cook) to be taken up under item 4 -d (“Miscellaneous Agenda Items”), and adopt the agenda with that amendment. The motion was seconded by Councilwoman Ward, and approved unanimously. MISCELLANEOUS AGENDA ITEMS (a) Mayor Tergin read and presented a proclamation in honor of “Mayor’s Monarch Pledge Day” to Ms. Jeannie Schwaller and members of the Capital Garden Club. Ms. Schwaller and Mr. Glen Commons of Missourians for Monarchs made comments regarding the importance of protecting not only monarch butterflies but other pollinators. (b) City Administrator Crowell presented the August “Employee of the Month” award to Office Shawn Dumsday. Following his presentation of some of Officer Dumsday’s outstanding contributions to the community, Mayor Tergin congratulated him and presented him with a City coin and a gift card in appreciation. 2 REGULAR COUNCIL MEETING, AUGUST 15, 2016 (c) Mayor Tergin thanked the volunteer committee of citizens who recently presented the City’s half-cent sales tax extension ballot issue to several local organizations. Ms. Linda McAnany accepted the City’s thanks on behalf of herself and the other two members, former Mayor John Landwehr and Mr. Bill Plank. (d) RS2016-18 – A resolution acknowledging the passing of Sam Baker Cook and appreciation for his service. A motion was made by Councilman Graham for adoption of RS2016 -18, seconded by Councilman Prather, and approved unanimously by the following roll -call vote: Aye: Branch, Graham, Henry, Hussey, Prather, Schreiber, Ward, and Wiseman Nay: None Mayor Tergin welcomed Ms. Chrissy Ellinger who accepted the Resolution and introduced Mr. Dave Minton, Mr. Dan Weshues, and Mr. Chuck Weber. They thanked the City on behalf of Mr. Cook’s family for this honor. PUBLIC HEARINGS (a) FY2017 Budget and Gross Receipts Utility Tax Mayor Tergin opened the public hearing for testimony. No testimony was brought forward by either staff or the public at this time. Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. . 2016-30 sponsored by Councilman Prather, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2016, TO OCTOBER 31, 2017, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Bill 2016-30 was read third time by title, after which Councilman Prather requested that it be placed on the Informal Calendar at this time to allow the Budget Committee to conclude its review of the proposed budget in upcoming Budget Committee meetings. 3 REGULAR COUNCIL MEETING, AUGUST 15, 2016 (b) Establishing 2016 Tax Levy Rate Mayor Tergin opened the public hearing for testimony. Finance and I.T. Director Margie Mueller explained that the City had just received the final Assessed Valuation figures from Cole County and that the substitute bill summary distributed to the Council reflected that although the proposed levy rates had not changed, the estimated amounts of tax revenue based upon the final County figures were reflected in the substitute summary. No one came forward from the public to speak in favor of, or opposition to, the 2016 tax levy rate. Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2016-31 sponsored by Councilman Prather, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY OF JEFFERSON, MISSOURI, FOR THE YEAR 2016. Bill 2016-31 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15522: Aye: Branch, Graham, Henry, Hussey, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR No appointments were recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Ms. Missy Bonnot of the Chamber of Commerce made a presentation regarding the Certified Work Ready Program. She introduced Mr. Darrell Moore of Modern Litho -Print and Ms. Shelly Jacobs from State Technical College who also made presentations regarding the program, and the fact that Modern Litho-Print had recently been certified as a “Work Ready Program” business. Following their presentation, Mayor Tergin 4 REGULAR COUNCIL MEETING, AUGUST 15, 2016 congratulated them upon this accomplishment and thanked Ms. Jacobs and Ms. Bonnot for their work which resulted in achieving this certification. *Councilman Costales arrived at this point in the meeting (6:30 P.M.) Sergeant Douglas Ruediger, Jefferson City Police Department, and Mr. Trent Brooks of MoDOT made a presentation regarding Back to School Roadway Safety. Emphasis was provided on the usage of safety belts by all drivers, especially teenagers who would now be driving to school. Sgt. Ruediger stated he and Mr. Brooks would be happy to make such a presentation to other organizations who felt it would be beneficial. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin announced the following events:  August 23 Council Work Session to discuss the Capitol Avenue Blight Study  “German Heritage Corridor” event recently held at the Millbottom  German newspaper “Frankenpost” reporter Vanessa Schweinshaupt had arrived in the City and would be attending a City Council meeting while she was here  Due to the Labor Day holiday, the next City Council meeting would be held on a Tuesday (September 6)  An event would be held on August 19 to commemorate the 50th anniversary in honor of Cole County’s first casualty of the Vietnam War, Lance Corporal Dale Lee Clark,” who was killed in action on August 19, 1966. Councilman Prather, Chair of the Finance Committee, announced the next Budget Committee meeting would be held Thursday, August 18, at 5:30 P.M. Councilwoman Ward announced that the City had recently been awarded the “Golden Hammer Award” for its renovation of the property at 304 Marshall Street. She commended City staff in the improvements to this historic house which made it once again habitable for a Jefferson City family. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student liaison Jonathan Jackson gave a report on upcoming events, and introduced Student Government Association (“SGA”) President Shiquire Jones and 5 REGULAR COUNCIL MEETING, AUGUST 15, 2016 Vice-President Marquise Martell. Both students thanked the Council for their support of Lincoln students and activities and looked forward to a great school year. Mr. Jackson thanked the Mayor and Council Members who recently participated in the LU freshman move-in efforts, as well as other ceremonies and events surrounding the first days on campus. He also invited them to attend the first home football game on September 3 which would also feature a “Battle of the Bands.” LU students would be going to South Elementary School to welcome those students back to their first day of school on August 18. Lastly, Wednesday night, August 24, was Blue Tiger Fest with everyone invited to attend. Authorizing Permissive Use of Right-of-Way for Property Located at 900 Madison Street e. Declaring City-Owned Vehicles and Equipment as Surp lus and Authorizing Disposal A motion was made by Councilman Costales to approve the Consent Agenda as presented, seconded by Councilwoman Ward, and approved unanimously. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS No presentations were made at this time. 9 REGULAR COUNCIL MEETING, AUGUST 15, 2016 COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses made at this time. NEW BUSINESS Councilman Graham requested that Public Works Director Matt Morasch send out a list of streets scheduled to be overlaid this year so he and Councilman Costales can share with his constituents at their next Ward Four meeting. UNFINISHED BUSINESS There was no unfinished business brought forward at this time. GO INTO CLOSED SESSION Mayor Tergin announced that, Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following Contract Negotiations [Sec. 610.021(12)] A motion was made by Councilman Hussey to go into Closed Session for the above- stated purpose, seconded by Councilwoman Wiseman , and approved by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Prather, Schreiber, Ward, and Wiseman Nay: None
