Minutes of Meeting on Monday, April 13, 2015

The meeting was called to order by Mike at 6:40 PM.
There was no public comment.
The committee discussed the warrant and which articles we would be expected to vote on for
recommendations. Norman then presented information on the land acquisition via debt exclusion
articles. He noted that at this time the amounts are still being negotiated but provided background
information on each of the properties.
135 Hayden Rowe St (see Attachment 1) - This is the site chosen by the Elementary School Building
Committee for the preferred site for the new Pre -K through 1 elementary school. The property is
between 28-29 acres and allows for future expansion for school needs.
147 Hayden Rowe St (see Attachment 2) - This was the second option for the new school. The BOS feel it
is important to purchase this property along with 135 Hayden Rowe as they are both available right now
and a good way to plan for future growth. It should also be noted that the two properties are contiguous
and 147 Hayden Rowe would likely be developed if not purchased by the town. This group of parcels
that compose this property are nearly 24 acres.
15 Claflin Avenue (see Attachment 3) - The purchase of this property provides an opportunity for the
town to provide future town cemetery use. The original piece of land is 4.5 acres and one border is
contiguous with the Mt Auburn Cemetery. The plan is to create a parcel with the existing house (there is
already an agreement with a buyer) and the remaining 2.5 acres will be sold to the town to expand the
existing Mt Auburn Cemetery, providing an additional 20-25 years of usage.
102 Fruit St (see Attachment 4) - This is the Pratt Farm which is about 35 acres. The lot will be
subdivided into 3 smaller, individual family house lots and then two larger pieces, one of which will
provide a lodge for the Scouts. The largest parcel is contiguous with the town owned Fruit Street
property. The purchase of this land will preserve that last remaining farm in town and allows for well
expansion.
We discussed with Norman the role/duties of the proposed Assistant Town Manager. With regards to
potential to replace consultants, during specialized grant applications we have hired consultants to
complete these and the idea is this position would be able to replace some of them. That said, grant
writing would likely only take up 5% of this person's time and not be a primary responsibility. The main
point of the position would be to assume day to day responsibilities to free up time for the Town
Manager for long term planning. Additionally the person would assist other town boards.
We then discussed the public hearing to be held Wednesday, April 15th and what we should have
prepared for the hearing. We need a revised financial model as well as a debt schedule in order to make
any recommendations to the BOS based on our deliberations. We can start voting on recommendations
Wednesday for some of the straight -forward articles but we will need to add meetings next week in
order to complete the process.
At 8:15 PM Wayne moved and Pat seconded a motion to adjourn. The motion passed unanimously, 4-0.
