BOARD OF DIRECTORS
November 9, 1994
MINUTES
I. ROLL CALL
President Ginny Babbitt called the Special Meeting to order at 6:45 P.M.
Members Present: Ginny Babbitt, Pete Siemens, Nionette Hanko, Betsy Crowder,
Robert McKibbin, and Wim de Wit.
Member Absent: Teena Henshaw.
Personnel Present: Craig Britton, Jean Fiddes, Michael Foster, and Sue Schectman.
U. CLOSED SESSION
G. Babbitt stated that the Board would be meeting in Closed Session for the purpose
of discussing Special Meeting agenda items number one and two.
The Board recessed to the Closed Session Special Meeting at 6:45 P.M. The Special
Meeting was adjourned at 7:37 P.M. when G. Babbitt called the Regular Meeting to
order.
Additional Personnel Present: John Escobar, Malcolm Smith, Randy Anderson, Mary
Gundert, and Susan Dale.
III. ORAL COMMUNICATIONS
Harry Haeussler, 1094 Highland Circle, Los Altos, questioned whether equestrians
were welcome to attend on-site workshops. R. Anderson responded equestrians do
attend and are welcome although advance notice is suggested to ensure parking
availability.
IV. ADOPTION OF AGENDA
G. Babbitt announced the necessity to appoint a Secretary Pro Tempore. Director
Crowder volunteered to act as Secretary Pro Tempore for the November 9, 1994
meeting. C. Britton announced agenda number three, Approval of Amendment to
Land Exchange Agreement to Effect Lot Line Adjustment to Kennedy Road Entrance
to Sierra Azul Open Space Preserve, Including Acceptance of an Open Space
Easement Over Portions of Adjacent Property, required a unanimous vote and

requested this item be deferred to a future meeting when all Board members were
present.
Motion: P. Siemens moved that the Board adopt the agenda as revised. R.
McKibbin seconded the motion. The motion passed 6 to 0.
V. ADOPTION OF CONSENT CALENDAR
P. Siemens requested the written communication response to Bob Gorman, 871 Green
Avenue, San Bruno be removed from the consent calendar, and W. de Wit requested
Revised Claims 94-29 be removed from the consent calendar.
Motion: B. Crowder moved that the Board adopt the consent calendar as revised
including approval of minutes dated October 26, 1994; approval of the
response to the written communication dated October 22, 1994 from
Mary eev R 2 5 Mt. Eden Road Saratoga;a' and agenda item one Reeve 355
Informational Report on Annual Seasonal Trail Closures; and agenda
item number seven, Scheduling of December 7 Special Meeting in Los
Gatos to Review the Request for Proposals for the Buildings and
Facilities at the Former Almaden Air Force Station, Mt. Umunhum,
Sierra Azul Open Space Preserve. P. Siemens seconded the motion.
The motion passed 6 to 0.
VI. WRITTEN COMMUNICATIONS
P. Siemens called attention to the response to Mr. Gorman's written communication
noting Mr. Gorman's name was misspelled in the salutation.
Motion: N. Hanko moved that the Board approve the response to Mr. Gorman's
November 10 written communication as corrected. P. Siemens
seconded the motion. The motion passed 6 to 0.
VIE . BOARD BUSINESS
A. Status of Existing Land Purchase Options and Proposed Action to Either
Exercise or Attempt to Renegotiate Those Property Purchase Opportunities
(Report R-94-116)
C. Britton reviewed in detail the status of the existing land purchase options
and recommended action as shown in the Current Options - As A Result of
CALPAW '94 (Proposition 180) Planning Efforts Chart contained in staff
report.
Motion: N. Hanko moved that the Board approve the recommendations
of the staff report for disposition of each of ten option
opportunities. B. Crowder seconded the motion. The motion

B. Approval of Grant Application to the Environmental Enhancement and
Mitigation Program for Sierra Azul Resource Lands Project (Report R-94-112)
R. Anderson explained this is a reapplication to the Environmental
Enhancement and Mitigation Program for $207,400 which includes acquisition
of properties in the Limekiln Canyon and Soda Springs Canyon Area. He
reported two trailhead staging areas would be developed along with
construction of pedestrian and bicycle trails.

motion. The motion passed 5-0.

Preserve Manap-ement Plan to Include a Demonstration Trail
Realignment Project import R-94-115)
M. Gundert highlighted the staff report noting that the demonstration trail
project involves the closure of several sections of the unauthorized trail system
on the preserve and realignment of other sections. N. Hanko noted that the
trail alignment project was on a portion of the Hosking parcel not yet acquired
by the District. R. McKibbin expressed concern over the preserve becoming
criss-crossed with numerous trails and the cost of maintaining these trails.
Harry Haeussler voiced concerns as to how the District will keep users off
unauthorized trails. Berry Stevens of ROMP said that the approach used for
the demonstration trail realignment project was an excellent example of the
District working with users which will result in cooperation and success. He
conveyed ROMP's wishes to work with the District regarding maintenance of
trails and suggested an "adopt a trail" program.
Motion: R. McKibbin moved that the Board tentatively adopt the
amendment to the Use and Management Plan for El Corte de
Madera Creek Open Space Preserve to include the
demonstration trail realignment project, and that upon
completion of the project, the new trail realignment will be
incorporated into the existing trail plan as a multi-use trail. W.
de Wit seconded the motion. The motion passed 5-0.

D. Approval of Minor Modifications to Standard District Preserve Entrance Signs
(Report R-94-113)
N. Hanko reported the Legislative, Finance, and Public Affairs Committee had
approved staff s recommendation that for any new preserve entrance signs, the
District name should be significantly increased in type size and the preserve
name italicized. C. Britton clarified that this is strictly a replacement program
and the entrance sign to Purisima Creek Redwoods Open Space Preserve was
chosen as the first to be replaced. Harry Haeussler suggested the District
name should be changed for easier public identification, map boxes should be
installed at more preserve entrances, including the Alpine Road end of Windy
Hill Open Space Preserve, and libraries be provided with updated preserve
maps.
Motion: N. Hanko moved that the Board approve the proposed minor
modifications to the standard preserve entrance sign layout. R.
McKibbin seconded the motion. The motion passed 5 to 0.
VIII. INFORMATIONAL REPORTS
C. Britton introduced Mary Davey who stated she was delighted that the voters
elected her their new Ward 2 director. N. Hanko recognized Steve Washwell for his
interest in the District during his campaign for Director of Ward 2, and R. McKibbin
recognized Directors Crowder and Siemens on their re-election.
C. Britton reported that: 1) the Jarvis group is working on an initiative to close the
gap for the purported misuse of Maintenance Assessment Districts and Benefit
Assessment Districts; 2) he attended the Land Trust Alliance National Conference in
Chattanooga, Tennessee where he met Molly Beatty, Director of U. S. Fish and
Wildlife Service and Michael Fisher the CEO for Coastal Conservancy. He said he
attended an ISTEA seminar on grants and a seminar on local funding issues and tax
strategies.
R. Anderson reported that: 1) he attended the San Mateo County Board of
Supervisors hearing on the Alternative Funding Committee Report which was
accepted and supported enthusiastically, and 2) he now has a draft proposal on the
GIS project.
J. Escobar reported on bicycle accidents at Rancho San Antonio and Saratoga Gap
Open Space Preserves and distributed copies of the new Volunteer Handbook.
C. Britton reported a bid was received for less than $14,000 for the St. Joseph's Hill
Open Space Preserve fence project. P. Siemens suggested the fence be coated in
black vinyl to be less obtrusive.

IX. REVISED CLAIMS
W. de Wit requested more information on claim 6679 to the California Department of
Water Resources. J. Escobar responded this is an annual permit fee for dams in
Skyline Ridge Open Space Preserve. B. Crowder requested more information on
claim 6741 to Teater & Etc. for graphic design. M. Smith responded this is for
graphics design work for the District's new visitor map. W. de Wit requested more
information on claim 6738 for consulting services by Jana Sokale. R. Anderson
responded this is for consulting services for exhibits at the Daniel's Nature Center at
Skyline Ridge Open Space Preserve.
Motion: R. McKibbin moved that the Board approve Revised Claims 94-20. W.
de Wit seconded the motion. The motion passed 5-0.
X. SPECIAL MEETING CLOSED SESSION (Continued)
G. Babbitt announced the Board would reconvene the Special Meeting Closed Session
to continue discussion of Special Meeting agenda item one.
The Regular Meeting was adjourned at 9:17 P.M. when the Board reconvened the
Special Meeting Closed Session.
XI. ADJOURNMENT
The Special Meeting Closed Session was adjourned at 10:15 P.M.
