SUPPORTING THE THOMAS BALCH LIBRARY RENOVATION AND
EXPANSION PROJECT

1997
WHEREAS, the Town of Leesburg acquired ownership of the Thomas Balch Library in July 1994 after
Loudoun County proposed closing the facility; and
WHEREAS, the Town has provided operational funds for the Thomas Balch Library in the amount of
approximately $175,000 annually for the past three fiscal years; and
WHEREAS, the Town has improved and continues to improve the library building, grounds and
equipment; and
WHEREAS, the Town has expanded both library staff and operation hours for the benefit of the public;
Balch Library be set aside in an account to be used for that purpose only.

WHEREAS, the Town has authorized the expenditure of $191,600 to plan and design an expansion and
renovation of the Thomas Balch Library;
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
Section h The Town Council of Leesburg is committed to working cooperatively with the Balch Library
Advisory Commission and Friends of the Thomas Balch Library to jointly secure $1.65 million to complete the
renovation and expansion of the Thomas Balch Library.
Section II. The Town Council of Leesburg authorizes that all funds donated to the town for the Thomas
