Markland, Clerk of Council Town of Leesburg, Virginia RESOLUTION NO. 97-77 A RESOLUTION: SUPPORTING THE TOWN POLICE PROCEDURES TO ISSUE BARMENT NOTICES IN LEESBURG WHEREAS, the town police are acting and have acted as agents of private property owners pursuant to limited powers of attorney executed by private property owners to issue barment notices to individuals on private property; and WHEREAS, the issuance of barment notices by the town police in this manner has been a successful procedure in discouraging criminal and drug related activity especially in the northeast quadrant; and WHEREAS, the Town desires to ratfy and confirm the issuance of barment notices in this manner by the town police and to authorize the issuance of barment notices in this manner by the town police throughout the entire town.
