HomeMy Public PortalAbout1955-01-17 Meeting0,) yet 1.. ' CiT' JANUARY 17. 1955 7 The Council of Bal Harbour Village met at the Village Hall, Monday, January 17, 1955 at 8:00 o'clock P. M. There were present: Messrs. Brown, Collins, Stokely and Dr. Leonard. Absent: Mr. Beatty Also present were W. H. Webb, Village Manager; Mary Wetterer, Village Clerk and T. H. Anderson, Village Attorney. The minutes of the previous meetings of December 20, 1954 and January 13, 1955 were read and on motion of Mr. Brown, seconded by Mr. Collins, approved. Mr. Webb read to the council the final draft of the amendment to the Automobile Inspection Ordinance. Thereupon on motion of Mr. Collins, seconded by Mr. Brown, Ordinance No. 39, entitled: "AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORIDA, AMENDING ORDINANCE NO. 5", was unanimously adopted. Mr. Webb explained that Causeway Rental Service had been granted a license to furnish U-Drive-Its at the Sea View Hotel, but that he was unable to get enough cars to handle the business. He said that Mr. Apeland had now filed an application to supplement Mr. Potter. After discussion on motion of Mr. Brown, seconded by Mr. Collins the application was unanimously passed for the license. Mr. Webb read to the council a letter from Head -Beckham Insurance Agency stating the Village's position with regard to liability involved by having the Junior Fire Department. He said he had suggested that the parents sign liability releases for this training. It was the opinion of the council that inasmuch as the Village was covered by insurance the releases would not be necessary. Dr. David Exley, Mr. George Walter and Mr. Dudley Whitman appeared before the meeting as the Bal Harbour Club Recreation Committee to discuss with them the program they had instituted for the children on Saturdays and Sundays. Mr. Webb told the committee that the council had voted in April that the Village parks were not to be used for organized ball. playing. Mr. Walter said that the same park would not be used every week and then when used would be for only a short period of time. Dr. Exley explained that the children were being kept on the west side of Collins Avenue due to the heavy traffic over the winter months. It was decided that Mr. Webb would make a study of the problem for the next meeting. The figures for the first three months operation of the Village were studied and on motion of Mr. Stokely, seconded by Mr. Collins, the audit was approved. Mr. Webb read to the council a letter from the Dade County Commission regarding a program they had for county —wide advertising. The council decided to take no action on this matter. Mr. Webb said that the Bank wished to have a Resolution covering the rental of a Safety Deposit Box for Village papers and Resolution No. 30 was unanimously passed on motion of Mr. Brown, seconded by Mr. Stokely. Mr. Brown said he wished to bring up the matter of our noise ordinance. He said that due to the construction going on next to his building he has had several tenants move out. He said he wondered if the ordinance would be amended to state that a building would have to be completely enclosed, meaning doors and windows, to continue construction after December 15th. It was decided that Mr. Webb and Mr. Anderson would review the ordinance and Mr. Anderson would prepare an amendment. Mr. Brown said that he had noticed that Mr. Webb's salary had not been raised to $12,000.00 with the new budget. He said that he believed this should be taken care of. After discussion it was agreed to put this matter on the agenda after the next three months audit. Mr. Webb reported that traffic signal lights had been installed on Collins Avenue at the north end of Tract "B" and they were now awaiting for the State Road Department to complete their survey to see what could be done to chan— nel the traffic thru safety lanes and thus stop south bound traffic making turns to the left on the green arrow signal.
