MINUTES City of Jefferson Code Review Steering Committee August 25,2016 COMMITTEE MEMBERS PRESENT: COMMITTEE MEMBERS ABSENT: Kyle Kittrell,Chair Dan Klindt Randy Allen,Vice Chair Jim Crabtree Paulette Kreter Jim Wisch Larry Kolb Larry Brandhorst Jim Dove EX-OFFICIO MEMEBERS PRESENT: Public Present: Mark Luebbering, Cole County none Jason Turner,City of Jefferson Larry Burkhardt,City of Jefferson 1. Call to Order Chair Kittrell called the meeting to order at 10:02 a.m. 2. Approval of previous meeting minutes from July 28,2016. It was noted that Mark Luebbering attended the July 28th meeting and his name was accidently left off the minutes. A motion was made to amend the minutes with Mark's name and then to approve the amended minutes. Both motions passed unanimously. 3. Updates from the subcommittee chairs and vice chairs a. The Building and Energy Conservation code committee recently finished their review of Chapters 7 and 8. Chapter 9 on fire protection systems was skipped temporarily for more time for city staff to collect local background information. The committee will start their review of Chapter 10. b. The Existing Building committee is starting their review of Chapters 11-13. The discussion was held that the City of Jefferson does not enforce ADA and can only enforce the building code accessible standards. c. The Mechanical, Fuel Gas,and Energy code committee is making substantial progress. The committee has gone through the Mechanical code and Fuel Gas codes. The only proposed changes will be in Chapter 1 of the codes for administrative purposes. The committee will start reviewing the Energy Conservation code next. d. The Residential and Energy Conservation code committee is now up to Chapter 9. The committee is exploring standard concrete details for retaining walls,suspended concrete slabs and decks. It will have a special meeting on September 14th to discuss this topic with local concrete contractors and engineers. e. The Fire and Property Maintenance code review are through Chapter 5 and will start review of Chapters 6-7. 4. Old Business—review list of proposed amendments to code The list was reviewed and no changes were noted. Page 1 of 3 5. Continue review of Chapter One of the Building Code starting at Section 107 Section 107 concerns submittal documents for review for a building permit. The City of Columbia specifies more site information to be submitted. These additional requirements were discussed and no changes were proposed to the site plan requirements stated in this section. Discussion turned to MEP drawings and when those will be required. A definitive conclusion was not reached. A suggestion was made to have the Building Official make a recommendation at the next meeting on this section. 6. Public Comments No public comments were made. 7. New Business None was discussed 8.
