Call to Order:
Chair Hernandez called the special meeting to order at 6:03 pm.
Approval of Agenda:
Doug Record moved the amended agenda be approved as printed. Jane Moore seconded the
motion. Motion carried.
Approval of Minutes:
Brent Hemphill moved the July 12, 2016 and August 3, 2016 minutes be approved as printed.
Bill Case seconded the motion. Motion carried.
Other Business
Tammy Creason with Creason Development made a presentation to HPC regarding a proposed
50 unit apartment complex on the corner of E McCarty St and Lafayette St. The development
project is pending approval from Missouri Housing Development Commission Rental Production
Tax Credits. Applications are due beginning of September with awards made sometime in
December. If awarded Creason Development would come back to HPC for further discussions
and input.
Section 106 Review
1214 Cottage Lane has applied for the Home Repair Opportunity (HeRO) program for
assistance up to $22,500 for upgrading property to meet code. Sarah Hoeller moved that
adequate documentation has been provided. No historic properties will be affected by the
project and the project be approved by the Commission. Kevin Kelly seconded the motion.
Motion carried.
Demolition Application
Demolition application for 713 Washington Street was reviewed. Multiple organizations had
previously met with property owner discussing other alternatives to demolition. Property had
previously surveyed as contributing structure by the Urbana Group, although the property is not
listed on the National Register of Historic Places. HPC determined that the property is
associated with events that have made a significant contribution to our history; property
associated with the lives of persons significant in our past; property embodies the distinctive
characteristics of a type, period or method of construction, or represents a work of a master, or
possesses high artistic values; property has a visual or spatial relationship to designated or
potential landmarks or districts; and property appears to be practical to rehabilitate. Jane Moore
moved that the demolition will have an “adverse effect” and the permit is not approved by HPC.
Kevin Kelly seconded the motion. Motion carried.

Old Business
Sub Committee plans on meeting the week of August 29, 2016. Doug Record commented that
this process will take longer than anticipated date of October. Updates will be provided at the
next meeting.
