MINUTES International Residential and Energy Conservation Codes TECHNICAL SUB-COMMITTEE of the City of Jefferson Code Review Steering Committee September 14,2016 COMMITTEE MEMBERS PRESENT: COMMITTEE MEMBERS ABSENT: Dan Klindt,Chair Lynn Gastineau Paulette Kreter,Vice Chair Dan Roling Dean Holtmeyer Bob Scruggs Jude Markway EX-OFFICIO MEMEBERS PRESENT: Public Present: Mark Luebbering, County Emad Faddoul Brian Allen,City of Jefferson, PPS Mike Bates Larry Burkhardt,City of Jefferson, PPS Nathan Voss Jason Turner,City of Jefferson,JCFD 1. Call to Order Chair Klindt called the meeting to order at 2:10 p.m. in the Large Conference Room of City Hall. There was a scheduling conflict and the meeting was moved. A quorum was present. 2. Review minutes for approval of meeting held August 17,2016. The minutes for the meeting were reviewed and approved by the committee. 3. Old Business—Review list of proposed amendments for the 2015 IRC. The list of proposed amendments was reviewed with no changes. 4. Review proposed standard concrete details for suspended slabs,decks and retaining walls. Considerable discussion was held on the value and risk of the various proposed concrete standard details. The special guests invited were extremely beneficial to share their views and experience with the committee members. The conclusion of the discussions were: 1. Concrete suspended decks will require an engineering design and seal per project; 2.Standard engineering details will be developed for suspended garage concrete slabs; 3. Standard engineering details will be developed for concrete retaining walls. 5. Determine next chapters for review The next meeting will start review of Chapter 9. 6. New Business None was discussed. 7. Public Comments No public comments were presented. 8. Next meeting date?^'September 21ft? The next meeting will be will be from 2 to 4 pm,September 21,2016. 9. Adjourn The meeting adjourned at 3:51 p.m. Proposed 2015 International Residential Code Amendments: 1. Section R302.5.1-delete"equipped with a self-closing device"from the end of this section. 2. Section R302.11-delete item 4(fire blocking around vents, pipes,etc.) 3. Section R302.13-add the following exceptions: a. "5.Open-web wood truss floor joists with draft stopping per 1,000 square feet." b. "6.Closed-web wood joists with one(1) hour fire treating." 4. Section R303.4-needs more information-Columbia is using a whole-house mechanical ventilation system. What do we want to do? 5. Section R303.6-Add Exception "1. Bathroom exhaust fans may be exhausted into a soffit vent if composed of approved materials as determined by the Building Official." 6. Figure R307.1-Add the following:Water closet: All water closets shall be spaced at least fifteen (15) inches from the centerline of the fixture to any wall or plumbing fixture,except the centerline of the water closet may be spaced twelve (12) inches if located next to a bathtub/shower unit. 7. Section R309.5-delete section-garage sprinklers are required if walls are built to Table R302.1(2) 8. Section R311.7.5.1-add exception-"3.Closed risers are not required on exterior stairs where the riser is less than 10'above grade." 9. Section R312.2-delete section-window fall protection 10. Section R313.1-delete- townhouse fire sprinkler 11. Section R313.2-delete-One and Two family sprinklers (NOTE: The JCFD has requested that the committee reconsider this recommendation after a demonstration system has been installed into a Habitat for Humanity home.) 12. Section R313.3-add-A builder of a single-family dwelling or residences or multi-unit dwellings of four(4)or fewer units shall offer to any purchaser,on or before the time of entering into the purchase contract,the option at the purchaser's cost to install or equip an automatic fire sprinkler system in the dwelling, residence or unit. Notwithstanding any other provision of the law to the contrary, no purchaser of such a single family dwelling, residence,or multi-unit dwelling shall be denied the right to choose or decline an automatic fire sprinkler in such dwelling or residence being purchased by any code,ordinance, rule, regulation,order or resolution by any county or other political subdivision. Pursuant to RsMO 67.281,the mandatory option for purchasers to have the right to choose and the requirement that the builders offer to purchasers the option to purchase an automatic fire sprinkler system in connection with the purchase of any single-family dwelling, residence,or multi-unit dwelling of four(4)or fewer units is hereby incorporated into the code. 13. Section R314.4-replace first sentence of 2nd paragraph- "Exception: Interconnection of smoke alarms in existing areas may use wireless technology or shall not..." 14. Section R322-Flood resistant construction-shall be reviewed by City storm water engineer to see if there are any conflicts with existing City codes. Recommendation will be forthcoming. 15. Section R403.1.3.3-Delete seismic categories. This will require steel reinforcement in turned-down footings. 16. Section R404.4-Add standard concrete designs for retaining walls and suspended garage slabs. Retaining wall designs should include lateral tie-backs and#4 bars for standards. 17. R602.3.1,Add the following sentence to the end of Exception number 2: "Alternatively,2"x 6" No.2 grade studs supporting a roof and floor load with not more than 10' of tributary length shall have a maximum stud height of 14'."
