ROLL CALL The special joint meeting of the Board of Directors of the Midpeninsula Regional Open Space District and the San Mateo County Parks and Recreation Commission was called to order by President Siemens at 4:35 P.M. at the Captain's House Conference Center in Coyote Point Park San Mateo. The meetingwas co-chaired b President Siemens and Y Y Commission Chair Nita Spangler. Board Members Present: Pete Siemens, Betsy Crowder, Nonette Hanko, Mary Davey, and Wim de Wit. District Staff Present: Jean Fiddes, Randy Anderson, Malcolm Smith, and Dennis Danielson. Parks and Recreation Staff Present: Patrick Sanchez and Bob Emert. II. ORAL AND WRITTEN COMMUNICATIONS There were no oral nor written communications. III. BOARD BUSINESS 1. Regulations on Bicycle Use on Parks and Open Space Lands (Speed Limits and Helmet Requirements) Discussion centered on the District's experience with the 15 mile per hour trail use speed limit. The need for having the same trail use regulations for trails that pass through both San Mateo county parks and District preserves was emphasized; at this time, there are no interfacing trails. 2. Initial Draft of Edgewood Park Master Plan Commissioner Spangler briefed the Board on the status of the Edgewood County Park master plan re-write project being conducted by The Friends of Edgewood 330 Distel Circle Los Altos, CA 94022-1404 - Phone:415-691-1200 - FAX: 415-691-048 * E-mail: mrosd@netcom.com Board of Directors:Pete Siemens,Mary C.Davey,Teeny Renshaw,Ginny Babbitt, Nonette Ranko,Betsy Crowder,Wim de Wit GOnew/Manager t-Craig Britton Park. She noted that R. Anderson has agreed to help the committee, that San Mateo County does not have the necessary funding to hire a consultant for the project, and that the committee is looking for plan that does not include a golf P J � g P course. B. Emert said that the process for the Edgewood County Park master plan project would undergo the same review process as other plans. The meeting recessed at 5:10 P.M. for a dinner break and reconvened at 5:30 P.M. 3. Draft of Amended County s Trail PI an Copies of the San Mateo County Trails Plan prepared by the San Mateo County Trails AdvisoryCommittee were distributed. B. Emert stated the plan would be h following w k for public comment and would be returned to the available theweek commission in June for consideration. It was noted that the District had implemented a significant part of the County's trail plan, particularly in the Skyline area in the post-proposition 13 funding era. P. Siemens stated that the Board of Directors should review the plan and, at a future meeting, consider adoption of the Board's support for the plan. N. Hanko expressed her concerns regarding trail connections with Santa Clara county parks where lands are adjacent. 4. Update and Discussion on Alternative Funding for Parks and Oren Space in San Mateo County P. Sanchez and Commissioner Dyson discussed the status of a proposed sales tax ballot measure to raise supplementary funds for local schools, libraries, parks, and open space. L. Dyson noted that in six to eight weeks more information would be available to know better if the ballot measure coalition would be a go. N. Hanko requested a copy of San Mateo County's initial polling results; R. Anderson said he would provide the results to her. IV. INFORMATIONAL REPORTS There were no informational reports. V.
