IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis McArthur, Council member Dan Gubler, Public Works Supervisor Zech Prouse, City Clerk Robyn Keyes. ABSENT: Council member Bruce Case, Police Chief Shannon Basaraba. Visitors: Allen Eldridge. Sheriff Report. Mayor Andersen said Chief Basaraba was out of town therefore, the meeting with the Sheriff was tabled. The Mayor talked about a few incidences that had taken place the last few weeks in Iona the Sheriff's deputies responded to. Easter Egg Hunt. Clerk Keyes said she had sent out procurement letters and was beginning to receive donations for the Easter Egg Hunt. The decision was made to hold the hunt at 11:00 a.m. on Saturday, April 23. Arbor Day would also be held on the same day at 12:00 noon following the Easter Egg Hunt. Council member Gubler asked if the City wanted to plant a Giant Sequoia, he knew someone who was offering them as a means of populating the species. Keyes said that sounded like something to look into. Reports. Public Works Supervisor Prouse said the Safe Routes to School project was scheduled to begin work the second week of April, weather permitting. Prouse said the attorney was waiting for Mr. Bigelow to obtain a letter from Ray Suitter regarding the dissolve of partnership with the land development in Mountain Ridge Estates Division one. Prouse said the water system would be tested for leaks on June 2, 2011, the street sweeper would be sweeping the streets in two weeks, and he would be attending an IRWA conference on Wednesday and Thursday. Council member McArthur said he would be working with Tom Helisheim in a few weeks to finish the south picnic shelter. McArthur said the Lion's Club held an essay contest and the winners would be recognized at the Community Center on April 11. McArthur said John Price was beginning to work on the Pioneer Monument again. Clerk Keyes reported that a final inspection had been preformed on an accessory building on Barnes Way, and a letter stating finalization would be sent. Building Inspector Allen Eldridge asked the Council what extent they wanted him to perform his job. For example, did the Council want him to approach homeowners who had started work without a building permit, or was that something the Code Officer would handle. The Council wanted Eldridge to work with the Code Officer, and make contact with people out of compliance with the building codes. Council President Shaw 1 said Eldridge is only paid for inspections and suggested he also be paid for anytime working on other building issues. The Council agreed. The Mayor asked Eldridge to look into outdated permits. Eldridge said if a building went for 180 days without activity, the permit was void. Council member Gubler said people were not required to finish accessory buildings. Council President Shaw said they were, and they needed to be issued final inspection notices. Council President Shaw said the Council needed to add the plan review fee to the International Building Code the city was going to adopt. Meeting closed 6:55 p.m. 2
