COUNCIL “PRE-MEETING” WORK SESSION, SEPTEMBER 6, 2016
CALL TO ORDER
The City Council “Pre-Meeting” of September 6, 2016, was convened at 5:46 P.M. by
Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, and Ward
Arrived Later: Wiseman (5:49 P.M.)
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Agenda Amendments:
2016-48 (Truman Hotel TIF)
Mayor Tergin stated that the City had received information from the attorney for the
Truman Hotel TIF applicant earlier in the day and that it would need to be presented in
Closed Session as it was negotiation terms. Interim City Counselor Mark Comley
advised that the Council could hear that information in Closed Session , then vote to go
back into Open Session to allow the process to be completed, or any action taken, be
done in Open Session. Thus, he recommended that the agenda be adopted with an
amendment to move Bill 2016-48 to be taken up immediately prior to going into Closed
Session.
Bills:
2016-45 (Capitol Area Blight Study)
Council asked if the rules should be suspended so this could move forward. Mr. Comley
advised that the normal timeline be followed on this particular bill since it must follow
specific procedures, and passing the bill tonight would not change those procedures.

2016-30 (adopting FY2017 budget) Councilman Prather stated he intended to remove
this bill from the Informal Calendar and place it on final passage tonight.
