RESOLUTION NO. 97-216 ADOPTED August 12, 1997
A RESOLUTION: REVISING THE COMPREHENSIVE (TOWN) PLAN FOR THE TOWN OF
LEESBURG
WHEREAS, Section 15.1-454 of the Code of Virginia, as amended, provides for
the periodic review of adopted comprehensive plans; and
WHEREAS, Section 15.1-453 of the Code of Virginia, as amended, requires that
amendments to the comprehensive plan be reviewed by the local Planning Commission and
advertised pursuant to Section 15.1-431 of the Code of Virginia, as amended; and
WHEREAS, Town Council initiated review and amendment of the Town Plan
through adoption of Resolution 91-236 on October 22, 1991; and
WHEREAS, Town Council appointed a Citizens Advisory Committee in
December 1991 for the purpose of proposing amendments to the existing Town Plan,
which proposal was completed in July 1994 for consideration by the Planning Commission
and Town Council; and
WHEREAS, the Leesburg Planning Commission held a duly advertised public
hearing on January 5, 1995; and
WHEREAS, the Leesburg Planning Commission recommended for adoption the
revised comprehensive plan amendments on March 7, 1996; and
WHEREAS, the Leesburg Planning Commission and Town Council held four
neighborhood public information meetings in the month of May 1996; and
WHEREAS, Town Council received the Planning Commission recommended plan
amendments on April 16, 1996; and
WHEREAS, Town Council held a duly advertised public hearing on June 11,
1996; and

WHEREAS, Town Council has met and considered additional comments from
residents, landowners and developers since June 11, 1996; and
WHEREAS, Town Council has sought, received, carefully considered, and acted
on comments from Loudoun County, Virginia; and
WHEREAS, a revised plan for the town is essential to the careful coordination of
future development and the provision of public services to its citizens.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
The amendments to the 1986 Leesburg Comprehensive Plan, as published in the
Town Plan final draf~ dated July 9, 1997, along with the attachments titled "Refinements
to the July 9, 1997 Drat~ Town Plan Discussed by the Planning and Zoning Committee on
August 5, 1997" and "Refinements to the Transportation Element Concerning the Western
Bypass" as amended on August 12, 1997, and subject to appropriate typographical and
technical revisions and supporting graphics, are adopted as the revised comprehensive plan
for the Town of Leesburg.
These amendments shall become effective upon passage.

Land Use Element
1. Page 6-9, section titled "Retail/Commercial: Delete the last two sentences which read,
"There is increasing demand for additional retail development in the town. In 1996,
interest was expressed by developers for two outlet malls (one at Tuscarora Business
Park, and another at Leesburg Comer) and a Target department store at Leegate."
2. Page 6-18, Compatibility Policy 3, add the following to the sentence: "... or to areas
within the Old and Historic District."
3. Page 6-19, preface to Table 6.4, add to first sentence: "...outside the Old and Historic
District."
4. Page 6-30, under "Regional Retail Center:", change as follows: Overview: The only
regional retml center s~te ~s approxamately 60 acres ....................... r ..... at
............ j ......................................... r ..... s zone
B-3 ~d is imended to be developed as region~ fetal.'
Transportation Element
Page 8-7, under "The Route 7 Corridor Study,", add a new sentence "Implementation
of the limited access function along Route 7 will require that existing businesses
fronting Route 7 be encouraged to obtain access from parallel access roads and that
future developments be required to obtain primary access from parallel access roads
when those roads come into existence."
Page 8-20, add a new "6" under "Route 7 and Route 7/15 Bypass (excluding Route 7
within the bypass)" which reads "Existing businesses fronting Route 7 are encouraged
to obtain access from parallel access roads and future developments will be required to
obtain primary access from parallel access roads when those roads come into
existence."
Page 8-18, "Route 7 and Route 7/15 Bypass (north of Route 7)", add to item 3, at end
of sentence: "... between Market Street and Edwards Ferry Road." In second
sentence, change "mainline" to "through lanes".
3. Page 8-21, Fort Evans Road, item 3, same changes as 2, above.
