HomeMy Public PortalAboutResolution 16-14 Septage PolicyCity of McCall RESOLUTION 16-14 A RESOLUTION OF THE CITY OF McCALL, IDAHO, PROVIDING FOR THE SUSPENSION OF THE RECEIPT OF GREASE TRAP WASTE AND SOLID WASTE FROM PUMPING OF SEWER COLLECTION LINES; THE CONTINUED ACCEPTANCE OF RESIDENTIAL SEPTIC HAULER AND PORTABLE RESTROOM WASTE FROM PERMITTED HAULERS; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, McCall City Code (MCC) 6-3-010 states that "for the purpose of promoting health, safety and the general welfare of McCall, a system for the collection, transmission and disposal of sanitary sewage shall be constructed, extended, maintained, repaired, replaced, operated, and removed within the corporate limits of the City of McCall by which to provide an adequate system for the collection, transmission and disposal of sanitary sewage from domestic, commercial, industrial and such other uses and purposes for which said system may be used;" and WHEREAS, a letter dated May 26, 2016 from DEQ identifies that a portion of current use of the Wastewater Treatment Plant grit pits constitutes unpermitted disposal of municipal wastewater, which should not be allowed, and directed that the City temporarily halt receipt of pump -able waste at the McCall Wastewater Treatment Plant grit pit until appropriate infrastructure can be engineered, funded, and installed at the headworks facility of the plant. A copy of the May 26, 2016 letter from DEQ is attached hereto as "Exhibit A." NOW, THEREFORE, it is resolved by the Mayor and City Council of the City of McCall, Valley County, Idaho, as follows: Section 1: To suspend receipt of all grease trap waste (normally from private businesses) at the Wastewater Treatment Plant facility. Section 2: To suspend receipt of solids waste from pumping of sewer collection lines. The liquid removed from cleaning these lines can still be collected. Parties affected include: a) City of McCall Utility Department which is responsible for cleaning of sewer collection lines. b) Payette Lakes Recreational Water and Sewer District which is responsible for cleaning of its sewer collection system. c) Any private business with a larger than standard private service line which is linked to the city's collection system. Section 3: The City can continue to accept residential septic hauler and portable restroom waste from four local permitted haulers. Page 1 of 2 Resolution 16-14 June 9, 2016 Section 4: approval. Park Street McCall, ID 83638-3832 RE: W WTP Grit Pits (McCall, Valley County) Dear Mr. Coyle: In December 2011, the Department of Environmental Quality (DEQ) had discussions with City of McCall (City) staff (John Lewinski & Peter Borner) regarding the use of the Grit Pits for dumping pumpable waste such as grit from stormwater systems. At that time DEQ informed the City Staff that the City needed to start looking for other methods of handling this waste and that dumping the water pumped from stormwater systems into an unlined pit was not an appropriate form of disposal, and that the city cannot dispose of municipal wastewater in unlined pits. Staff indicated that the City would be looking into making improvements to the plant headworks and would include eliminating/closing the grit pits as part of that project. Staff went on to take samples from the existing pits to help determine what would be required for disposing of the existing solids. Based on the results DEQ agreed that the existing material could be left in place, graded to prevent water ponding and covered with a thin layer of topsoil and seeded. Recently DEQ has learned that not only are these unlined pits still being used for dumping stormwater grit, but are also still being used for the disposal of water from the cleaning of sewer lines and grease traps. This constitutes the unpermitted disposal of municipal wastewater and must not be allowed. The City of McCall needs to stop allowing the disposal of pumpable waste into the unlined Grit Pits at the wastewater treatment plant. If the City would like to continue to accept and dispose of this type of wastewater, an appropriately designed and approved dump station will need to be constructed at the plant headworks.
