AN ORDINANCE OF THE CITY OF McCALL, VALLEY COUNTY, IDAHO, AMENDING
SECTION 5.6.220, GENERAL PROVISIONS AND PRESUMPTIONS, UNDER
SUBCHAPTER B, PARKING REGULATIONS, CHAPTER 6, VEHICLE AND BOAT
REGULATIONS, OF TITLE 5, PUBLIC SAFETY, OF THE McCALL CITY CODE, TO LIMIT
THE PARKING OF LARGE TRUCKS AND SEMI -TRAILERS WITHIN THE CENTRAL
BUSINESS DISTRICT TO LOADING AND UNLOADING; TO PROHIBIT THE PARKING
OF RECREATIONAL VEHICLES, BUSES, BOATS, OR TRAILERS ON PUBLIC
ROADWAYS IN RESIDENTIAL ZONES; AND REQUIRING A PERMIT FOR OVERNIGHT
PARKING IN THE MILL ROAD PARKING LOT BEGINNING JULY 1, 2016 AND JUNE 1
THROUGH AUGUST 31 EVERY YEAR THEREAFTER.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY
OF McCALL, VALLEY COUNTY, IDAHO:
Section 1: That Section 5.6.220, General Provisions And Presumptions, under
Subchapter B, Parking Regulations, Chapter 6, Vehicle And Boat Regulations, of Title 5, Public
Safety, of the McCall City Code, be, and the same is hereby, AMENDED as follows, to -wit:
See Exhibit A attached hereto and, by this reference, incorporated herein as if set
forth in full.
Section 2: All ordinances, resolutions, orders or parts thereof in conflict herewith are
hereby repealed, rescinded and annulled.
Section 3: Date of Effect: This ordinance shall be in full force and effect after its
passage, approval and publication, according to law.

IDAHO, THIS 9 DAY OF JUNE, 2016.

EXHIBIT A
5.6.220: GENERAL PROVISIONS AND PRESUMPTIONS:
(A) It is unlawful for any person to park a motor vehicle for a period of time longer than two
(2) hours between the hours of eight o'clock (8:00) A.M. through six o'clock (6:00) P.M. of any
day. on the following streets:
1. Those portions of Lake Street, of Lenora Street and of Park Street, that are between First and
Third Streets.
2. Those portions of First Street, of Second Street and of Third Street, that are between Lake and
Park Streets.
(B) Except when being diligently loaded or unloaded from or to an adjacent business, it is
unlawful for a truck larger than a standard pick-up truck, or for a truck semi -trailer, to be parked
on a street or alley within the Central Business District as defined on the Zoning Map; or, if not
so defined on the Zoning Map, then within the street segments described in subsection (A)
above.
(C) It is unlawful for any person to park a recreational vehicle, bus, boat, or any style trailer,
on any public roadway within any residential zone identified on the Zoning Map.
(D) It is unlawful for any person to park any vehicle or trailer between the hours of eleven
o'clock (11:00) P.M. and five o'clock (5:00) A.M., beginning July 1, 2016 and June 1 through
August 31 every year thereafter, in the lot identified as the Mill Road Parking Lot, located at
1209 Mill Rd unless the person in control of such vehicle and/or trailer has purchased a permit
for overnight parking and the permit is attached thereto.
(GE) It is unlawful to park a motor vehicle within a street or highway right of way for purposes
of displaying such vehicle for sale; or for purposes of washing, greasing, oiling, or repair, except
when the vehicle is undergoing emergency repairs.
(DF) Whenever a vehicle is ticketed for unlawful parking, the registered owner of the same
shall be presumed to have been the operator; such presumption may be overcome only by the
owner's producing another person who admits to the parking violation and pays the penalty.
(EG) A violation of a State Motor Vehicle Code (title 49, Idaho Code) provision within the
City is unlawful. Violation of a rule or regulation promulgated by the Chief pursuant to authority
in such title 49 is unlawful.

The principal provisions of the Ordinance:
• amend subsection (B), to limit the parking of large trucks and semi -trailers within
the Central Business District to loading and unloading only
• amend subsection (C) with new language to prohibit the parking of recreational
vehicles, buses, boats, or trailers on any public roadway within any residential
zone; reletters subsection (C) as subsection (E)
• amend subsection (D) with new language that prohibits parking in the Mill Road
Parking Lot between the hours of 11:00 PM and 5:00 AM beginning July 1, 2016
and June 1 through August 31 every year thereafter unless a permit for overnight
parking has been purchased; reletters subsection (D) as subsection (F)
• Reletters subsection (E) as subsection (G)
That the effective date of the Ordinance is upon its passage and publication as required by law.
