URGING COUNTY ADHERENCE TO ESTABLISHED
TRANSPORTATION PLANS AND RESPECT FOR TOWN
DEVELOPMENT STANDARDS
WHEREAS, on October 14, 1997, Loudoun County solicited comments from the Town
concerning North Lake, a proposed 160-acre residential development located with the Cattail
Branch service area of the Town's Urban Growth Area; and
WHEREAS, said development, located in the Urban Growth Area, is intended for possible
future annexation by the Town which will require perpetual provision of public services and
facilities by the Town, specifically, water and sanitary sewer, police protection, trash removal,
road repairs, and snow removal; and
WHEREAS, the development standards of the Town are for the purpose of, among other
things, providing for the health and safety and efficient provision of these public services; and
WHEREAS, the area of said development is included within the Leesburg Area Land
Management Plan (LAMP) which calls for "Complementary Planning: The new communities
around the Town of Leesburg should be designed and developed in a manner which complements
and is compatible with existing uses and facilities within the Town. To this end the Town and the
County should consult with each other on their planning decisions to promote orderly and
compatible development." (LAMP Residential Goal II. F.); and
WHEREAS, aspects of the design and pending approvals of the proposed North Lake
development are not compatible with development policies and standards of the Town, most
notably, the current proposal ignores required improvements to the 2000' of Edwards Ferry Road

fronting on said development, and proposes a public street of dramatically excessive length which
decreases the public safety and efficiency of providing public services described above; and
WHEREAS, the Town has approved and is processing development applications in
reliance on ultimate four-lane improvements to Edwards Ferry Road. The proposed omission of
any improvement to the 1/3 mile long segment fronting this proposed development will, at best,
result in additional costs to taxpayers, and, at worst, may place this essential roadway link in
jeopardy of ever being improved, thus potentially creating substandard levels of service in other
links of the region's road network.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virgima as
follows:
SECTION I: Loudoun County is respectfully urged to require the following in the
ultimate approval of the North Lake development:
1. Construct or bond a minimum of two lanes of the ultimate four-lane undivided
cross-section of Edwards Ferry Road along the entire frontage of the development no
later than upon the issuance of the first occupancy permit within that development,
and
2. Connect the currently proposed 2,400 foot long cul-de-sac to Edwards Ferry Road
within the first phase of development, e.g. not merely as a future, temporary, or
emergency-only connection.
3. Construct four-lane divided River Creek Parkway frontage improvements.
4.Connect Edwards Ferry Road to River Creek Parkway to provide for a 40-mile
per hour design speed.
5.Assure that re-establishment of the proposed lake not submerge Town's Cattail
Branch Sanitary Sewer.
6.Locate proposed alignment of the Western Bypass to the satisfaction of the
Virginia Department of Transportation.
7. Provide street lights and sidewalk improvements along public roads.
8.Proffer that upon annexation, any outstanding proffers will be conveyed to and be
administered by the Town.
SECTION II: These comments are preliminary. The Town reserves the right to provide
additional comment as additional information becomes available.
SECTION III: The Town Manager is directed to deliver this resolution to the appropriate
officials of Loudoun County.
SECTION IV: This resolution shall become effective upon adoption.
