RESOLUTION: PRESENTED November 25, 1997 97-269 ADOPTED November 25, 1997 APPROVING COMPREHENSIVE SIGN APPLICATION #CSP-97-01 FOR THE LEESBURG CORNER PREMIUM OUTLET MALL LOCATED ON THE SOUTHEAST CORNER OF THE ROUTE 15 BYPASS AND FORT EVANS WHEREAS, on October 6, 1997, the applicant Chelsea GCA Realty, Inc., applied for a Comprehensive Sign Package for the Leesburg Comer Premium Outlet Mall located on the southeast comer of the Route 15 Bypass and Fort Evans; and WHEREAS, on November 3, 1997, the Board of Architectural review recommended approval of the sign package with amendments; and WHEREAS, the Council has previously determined that the signage for large shopping centers presents a unique circumstance in which signs that exceed the height, size, locational, area and number limitations specified in Article 10 of the Leesburg Zoning Ordinance are appropriate because of the length of road frontage, adjacent traffic speed on a major road, the number of traffic lanes on Route 15, and the distance the signs will be set back from the right-of-way; and WHEREAS, the proposed signage is compatible with the aesthetic concerns of the Town of Leesburg. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Authorization for the Leesburg Comer Premium Outlet Mall Comprehensive Sign Package #CSP-97-01 is hereby approved to permit signage larger, higher, more numerous, and closer to a residential district than permitted by Article 10 -2- A RESOLUTION: APPROVING COMPREHENSIVE SIGN APPLICATION #CSP-97- 01 LEESBURG CORNER OUTLET MALL (Sign Regulations) based on the rationale that the distance from the right-of-way, the travel speed of adjacent traffic on a major thoroughfare, the diminished visibility of the available services from the southbound traffic on the Route 15 Bypass, and the unique design and scale of the project makes this a reasonable request. The following limitations regarding the signage shall apply: The two monument signs identified as the primary sign and the "winged" sign shall be constructed and located consistent with the plans submitted to the Board of Architectural Review. The monument signs will be externally illuminated by spotlights. The individual tenant wall signs shall be located in the sign band area at the top of the wall and shall be constructed consistent with the plans submitted to the Board of Architectural Review. One sign per tenant up to a maximum of 100 such signs shall be located in the sign band area and shall be distributed as follows: up to 52 signs on the west elevation, 12 on the north elevation, and a total of 36 on the north and east elevations. These signs shall consist of the same color scheme of blue text on a white shelf, with any logos in blue matching the sign text. The shelf signs will be externally illuminated by white light with the source coming from below. Lettering on the north and east elevations shall be no more than 30 inches high and on the south and west elevations shall be no more than 24 inches high. The food court sign shall be constructed and located consistent with the plans submitted to the Board of Architectural Review. This sign shall consist of no more than 46 square feet in area with 28-inch-high, pin-mounted, opaque letters that will be illuminated from behind. The tower signs shall be constructed and located consistent with the plans submitted to the Board of Architectural Review. A total of up to ten (10) signs shall be permitted for each tower, including one for each tower entrance for tenant advertising. The top edge of any tower sign shall be no higher than thirty-five (35) feet from ground level. The board signs on the towers shall not exceed sixty (60) square feet. Signs for the independent building pad sites shall be submitted to the Board of Architectural Review for approval and shall be subject to the design standards set forth in the sign package. -3- A RESOLUTION: APPROVING COMPREHENSIVE SIGN APPLICATION #CSP-97- 01 LEESBURG CORNER OUTLET MALL PASSED this 25th day of November, 1997.
