RESOLUTION NO. 07- 280
A RESOLUTION: AWARD OF AIRPORT T-HANGAR CONSTRUCTION
CONTRACT
WHEREAS, the north T-hangar construction is an approved Capital Improvement Plan
project and on the FAA approved Airport Layout Plan (ALP); and
WHEREAS, the Town advertised for sealed bids for the T-hangar Construction and
proposals received on October 28, 1997, pursuant to State and local procurement laws; and
WHEREAS, based on seven (7) complete and responsive proposals received, Caldwell &
Santmyer, Inc. (C&S) was the low bidder with a bid of $590,000; and
WHEREAS, C & S met all the requirements of the bid proposals; and
WHEREAS, C &S was found to be a responsive and responsible bidder; and
WHEREAS, the airport staff recommends awarding the contract to C & S.
WHEREAS, the Town Council originally appropriated $600,000 for the T-Hangars; and
WHEREAS,the total construction cost is $987,508; and
WHEREAS, an additional appropriation of $387,508 is necessary in order to complete
this project.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I.
The Town Manager is hereby authorized and directed to enter into a contract, in a
form approved by the Town Attorney, with Caldwell & Santmyer, Inc., in the amount of

$590,000 for the construction of twenty-four (24) new T-Hangars at the Leesburg
Municipal Airport.
SECTION II.
That the total construction cost for the twenty-four (24) T-Hangars is amended from
$600,000 to $987,508 and an additional appropriation of $387,508 is authorized.
SECTION III.
That the Finance Director is authorized to increase the terms of the fmancing from seven
to ten years.
