Box 429 • Hillsborough, North Carolina 27278 919-732-1270 • Fax 919-644-2390 ON MINUTES PLANNING BOARD September 4, 2001 PRESENT: Ed Gill (Chair), Jim Boericke, Joel Brinkley, David Daniel, Cannie Lloyd, Chris Quinn, Bryant Warren PUBLIC: Lynda Hill, Chris Dunbar, Paul & Amy Newton, Kelly Hopper, Margaret Hauth Gill called the meeting to order at 6:35 PM. ITEM #2: Lloyd reported the Board of Adjustment denied a request for a cellular tower near the intersection of NC 86 and US 70 Bypass. She asked that further discussion of that be added as item 4a and the members agreed. ITEM #3: Newton came forward to be interviewed and provided some personal background. He said he works for LabCorp and travels between RTP and Burlington on his routine duties. Lloyd asked how long he has lived in town (1 %Z years). She asked if he served on the Beckett's Ridge Homeowners Association and he said he did not because it has not been formed yet. She asked where he lived in Raleigh and he said Willowbrook. Quinn asked if Newton had other volunteer experience in town and he said not in Hillsborough. Brinkley asked what Newton wanted Hillsborough to be in 5-10 years. Newton said the town should be what the citizen's want; that the Vision 2010 should be followed. Daniel asked if he had any planning experience and Newton said he did not. Kelly Hopper came forward to be interviewed. She said she is a five year resident of town, works with her husband's construction company and volunteers with her church. Brinkley asked whether she wants to see Hillsborough change or stay the same. She said there is going to be change, but the sense of community and sense of belonging that is present now is what appeals to her. She said she likes the small town atmosphere and long-term family histories here. Daniel asked if she had any planning experience and she said no. Lloyd asked about volunteer experience and she said she helps at church and is a pre-school teacher. Boericke arrived at this time. The members asked the applicants to step outside, which they did. The member discussed the strengths of the applicants. Warren said Hopper has been in town longer. Brinkley noted that she would bring another development voice to the table, which is helpful. Quinn noted she seems to have contact with a more diverse population. Gill spoke for Newton, who he ahs worked with before and said he has a lot of interest and enthusiasm. MOTION: Warren moved to recommend appointment of Kelly Hopper. Lloyd seconded. The members encouraged Newton to apply again for future vacancies. VOTE: 4-2-1 (Gill and Boericke opposed, Brinkley abstained) ITEM #4: Brinkley moved to approve the August meeting minutes. Boericke seconded. VOTE: Unanimous ITEM 44a: Lloyd asked the members to give a second look to the tower requirements. She referred back to the application recently denied by the Board of Adjustment and noted the ordinance does not supply any special protection to the entranceways or residential areas. The members agreed to look at this item in more detail at the next meeting. 9/4/2001, page 2 ITEM #5: Hauth introduced the zoning request for the property under consideration for annexation on Orange Grove Road. Brinkley asked for confirmation that this is a satellite annexation (yes). Lloyd asked how the site would be served with utilities. Dunbar said the development will pay the full cost of the extension and will be renovating a sewer pump station in the Timbers. Brinkley asked about access to the site. Dunbar said they are planning for an access from Orange Grove Road, but have access existing through Colonial Estates and the Timbers. Quinn asked the mix of units. Dunbar said there would be a 50/50 split of one and two bedroom units. Ketchem asked the expected rents. Dunbar said the units will range from 850 to 1085 square feet and will rent between $650 and $725 with a few units as low as $550. Daniel asked about the apparent encroachment of mobile homes in the Timbers along the west line. Dunbar said the lot line would be shifted to eliminate confusion. Gill asked about noise abatement and Dunbar said the affected units would have upgraded windows and insulation to help. Daniel asked about the traffic study and whether the high school was included and Dunbar said it was included in the projections. Quinn asked what the benefit to the Town is for taking this development. Dunbar said it provides affordable housing without denting the current demand, plus providing tax and water revenues. Daniel noted that satellite annexations are a limited resource. MOTION: Warren moved to recommend approval of the request to the Town Board. Boericke seconded. VOTE: 4-3 (Daniel, Quinn, and Brinkley opposed) ITEM #6: The members agreed to defer detailed discussion on transportation priorities until the next meeting. They asked Hauth to bring maps with Mylar overlay, a white board, and to break the list of suggestions from the EDD committee into TIP and non -TIP requests to aid their discussion. ITEM #7: Gill said that it was brought to his attention that during the July public hearing in the courthouse, some members of the Planning Board were participating in the audience outbursts. He said he did not observe the behavior personally. He asked the members to remember that they are town appointees who are to consider all the information and testimony before coming to a decision. He noted that participating with audience outbursts of support or opposition undermined the appearance of impartiality the Planning Board is to operate with. Gill adjourned the meeting at 8:25 PM.
