MINUTES January 11, 2006

The Public Meeting was called to order at 4:00 PM at the Brewster Ladies Library.
Carr— Provided an Introduction into the Process, introduced Sub-subcommittee heads
Applicants:
1. Council on Aging —Jean Sears
Discussion of window restoration/replacement. Most need to be refurbished, not replaced —due to
Historic District Committee restrictions. The total cost will be over $100,000. The large windows are very
loose, they rattle unbelievably. The price could be higher— it is a long complicated process to restore
these windows.
Carr—In the line of restoration/repair in other towns —there have been problems with projects with
undefined costs. We need a very specific proposal.
Robinson—It would help to have records of work that has been done already. Four windows were
repaired last year by the Cape Cod Tech School.
Ruchinskas- $100,000 up to $200,000 Charlie Sumner indicated —so the cost of restoration is more
than new windows.
2. Higgins Farm Windmill —Clyde Mosher
With the $13,000, the Historical Society will be able to make the Windmill operational. The work can be
done by October 2006 by Andrew Shrake. They now give tours of the Mill and want to bring it back to its

original condition. It will be great draw to get people in to Town — having a working Windmill. They plan
to grind corn, bag and sell it.The Mill is open for tours three days a week, every fall and in late spring.
Preservation is the mission of the Historical Society. This Mill has long term significance. It was built in
1795 and used for 100 years grinding corn meal and flour for the citizens of Brewster. After it was no
longer needed, it was taken over by the Nickerson Estate and used as a club house for their nine-hole
golf course.
3. Archival Records— Ellen St. Sure
The Archives are in need of urgent care. People have been collecting records and stuffing them into
various corners around Town for the last 300 years. The Town Hall records are now all in one place—
the Town Hall vault.The responsible person is the Town Clerk— but Brewster has no money, no budget.
Paper is very fragile. The climate control in the vault has not been working since last August.
Last year they had no archivist. Now there is an Archives Committee. They found that records were
spread all over the vault. Now they have shelf space all to themselves and this material urgently needs to
be catalogued. Judy and Steve Farrar, Archival Experts, expect it to cost around $13,000.
There are also records at the Unitarian Church, the Baptist Church, Town Hall, the Council on Aging and
Brewster Historical Society. Non-Town material should go to the Historical Society and visa versa.
Sue Carr—There are other libraries in churches, the Ladies Library, etc. This will be a compilation of
what is all over Town Hall — so people will know where things are. There is historical material at the Grist
Mill and also the Sturgis Library.
4. Cemetery Commission—Joan Carstanjen
The Cemetery has been used from 1703 through 1997 and is desperately in need of preservation. There
are seven cemeteries in Brewster. The Commission is working with Gravestone Services of New England.
5. Nickerson Condominium - Lower Cape Cod CDC— Polly Hemstock
Our organization has helped with 63 units for home ownership and Affordable Housing in Brewster. This
unit is currently owned by a Town resident and is being offered at less than half price. There is a
$12,000 mortgage. With a price of$52,270, they have a P&S and closure is contingent on approval of
this project by the CPC and the Town. The current renter is income eligible and could stay on. This unit
will be restricted to Brewster residents.
Douglass—This will only be restricted to Brewster residents if we put such a restriction on the property.
Ruchinskas—The current tenant will stay on at approx. $500/month.
6. Habitat for Humanity on Cape Cod—Slough Road—Sue Daggett
They will be building four(4) houses— using"Sweat Equity".
Don Dickinson —They need $95,000 for the road base, finishing of the road, the cul-de-sac and all
utilities. They will probably start permitting this spring and start building late this year or spring 2007.
They are also seeking grants.
7. Whitecaps—Clair Gradone
They already have most of the funds they need for this project, however they still need $5,000 for
finishing touches on the field itself.
8. Freemans Way Soccer Fields— Keith Arnold
Because these fields are in a Zone II, they cannot use fertilizers. They have sodded the rest of the field
here, but never did the soccer field. It was only seeded and is in very poor condition. The Town will do
the work and anyone using the field, who is not part of the Recreation Program, pays to use it. The
upkeep of these fields is not part of the Town budget.

9. Pool Tables—Julius Corn
This applicant was not able to attend this meeting, since he is out of town.
The meeting was adjourned at 5:45 PM.
