COMMUNITY PRESERVATION COMMITTEE
MINUTES February 22, 2006
Present: Elliot Carr, Paul Hush, Elizabeth Taylor, Roy Robinson, Paul Ruchinskas, Michael
Lach, Rollie Bassett, William Reyburn
Absent: Steve McKenna
Guests: Sue Carr
1. The meeting was called to order at 4:00 PM. by Chairman Carr.
2. Minutes were handed out for future review—February 8th to be approved at the next
meeting.
Historic Preservation Applications:
3. Robinson—The sub-committee (Robinson, Sue Carr and Pat Busch) voted to unanimously
support each application.
Town Archives—Brewster Archives Committee
This work will be done in two phases. Phase #1. $24,500
Phase #2. $ 7,600
3. MOTION- Robinson- Approve at$24,500. Second-Taylor— Unanimous approval.
Higgins Farm Windmill—Brewster Historical Society
This will need an Historic Preservation Restriction. -$13,000. This amount included a 10%
contingency.
4. MOTION —Hush—second Robinson—Unanimous approval.
Breakwater Cemetery—Brewster Cemetery Commission
This was once the First Parish Cemetery, but is now the Breakwater Road Cemetery and is Town-
owned.
Request - $6,500

Windows at COA — Town of Brewster
The sub-committee is in favor of this project— but will need more specific information about what will
be done to which windows? Restore or replace?
The sub-committee feels strongly that the windows should be restored. They have viewed the
windows and did not see rot.The problem is air leakage.The storm windows are protecting the
windows, but they too need caulking work.
There is a lot of carpentry work to be done. Charlie feels that new windows would provide more
protection than three windows—a sandwich of storm window, original windows and inside window.
6. Carr—we want to help the Town — but this is a question of history. Would the HDC approve new
windows? Structurally, how do we deal with these things? Roy and I met with Charlie Sumner today
to discuss the COA building and windows.
There is a possibility that repairing windows would be more expensive because they would have to
be historically accurate.The Town is working with the Building & Needs Committee/Mike Reddish on
the COA issues. There are energy efficient things that could be done.
Charlie did agree that they need a Historical Commission in Town. The CPC needs to send the BOS a
letter requesting that they advertise for members and appoint to this Commission as soon as possible.
7. Bassett—Is it historic if you put in double window glass? Does HDC feel that the windows in
the back don't count because you can't see them?
8. Robinson —The Town is going to put$150,000 into this building for windows, insulation, etc.
9. Hush — So we will take no action? Or put in money for a consultant? How are we responsive to
this applicant without giving money to them this spring?
10. Ruchinskas—At Fall Town Meeting, we could approve money for the COA.
11. Bassett—Is the stained glass being repaired?
12. Robinson—yes
13. Bassett—Are we talking about restoration or repair?We are supposed to do restoration! Can
the windows be rebuilt with the same glass?
14.Carr—we need to create a structure to deal with these applications. How do we evaluate these
issues? We should take no action?
15. Robinson —We would like advice on the heat loss of the windows. Why not have the three
windows tightened up, storm outside, plexi inside. They need to start closing the storm windows and
closing up the inside windows too!!
16. MOTION — Robinson, second Bassett— Move to defer action on the
COA application pending further discussion with the Town.
Dillingham House—Mr. Olden
The sub-committee does not recommend this request. They have had lengthy discussions with the
owners. It was recommended that the sub-committee encourage Sally Gunning to contact the
Dillingham Family in Hawaii. Possibly they would donate money for this property. The Historical

Society will wait and see what happens.
17. MOTION-Bassett,second Robinson-to take no action on this
application. Robinson will do a letter.
18. Ruchinskas-Other housing proposal -Tubman Road? The RFPs went out February 3,
responses are due in this Friday (Feb 24th)
MOTION - Defer action pending more data/information from consultants.
Move Ruchinskas, second Bassett/ Unanimous approval.
19. BOS Meeting -for discussion of article. All recommendations are in this article, except for the
land purchases.
20. Discussion of CPA Roundtable meeting in Barnstable
Distribution of handouts from meeting. The Roundtable group discussed the challenges of CPCs,
especially Town Meeting issues. How to do articles, work with Selectmen, etc.
21.At 5:15 the Committee went in to Executive Session to"consider the purchase,
exchange,lease, or value of real property is such discussions may have a detrimental
effect on the negotiating position of the governmental body and a person, firm, or
corporation"Move-Bassett, second Hush.

The Committee came out of Executive Session at 5:45.
Motion to adjourn: Rollie Bassett, second Paul Ruchinskas. All "AYE"
Meeting adjourned at 5:45 PM.
