COMMUNITY PRESERVATION COMMITTEE
MINUTES March 8, 2006
Present: Elliot Carr, Paul Hush, Elizabeth Taylor, Roy Robinson, Michael Lach, Rollie
Bassett, William Reyburn
Absent: Steve McKenna, Paul Ruchinskas
Guests: Charlie Sumner, Lisa Souve,Jillian Douglass
1. The meeting was called to order at 4:00 PM. by Chairman Carr.
2. Minutes-2 sets approved February 8, regular and executive session and 22"d. Motion
by Hush,second by Robinson. Unanimous approval.
Discussion concerning Old Town Hall -the Council on Aging building
3. Robinson -This building is on the National Register. The Historical Preservation Subcommittee
suggests that the Committee designate up to $15,000 for the Town to hire an architectural/historic
preservation consultant to make recommendations to the Town/CPC as to what work needs to be
done: which windows should be restored, which need to be replaced, what other work needs to be
done.
Robinson has spoken to an architect in Newport and the CPC could get information from him
about this process.
4. MOTION for up to$15,000-Moved by Robinson, second by Lach. All"Aye".
5. Hush -We need to send a letter to the BOS concerning hiring a CPC Clerk. If we have any names
to suggest, that should be mentioned. We should keep $2,000 available to cover this expense.
6. MOTION to accomplish this by July 1 at latest. Moved by Hush,second by Robinson.
All"Aye".
7. Hush -Discussion of Open Space bonding out over long period - so the CPC will have money to
work with now.
8. Sumner-There was a meeting with staff and Jim Eldredge from Cape Cod Five concerning
temporary borrowing and bonding for land acquisitions. The Town will do temporary borrowing until
all monies are in from the state and Dennis Water District and then we will bond.
9. Robinson-when do we need to do RFP's, etc. for consultants, and how do we go about
entering into contracts?

10.Sumner—Check with Jillian or myself anytime you have questions on specific issues.
11. Carr—We need a group of Housing and Open Space people to work on housing projects. We are
not even sure that $5,000 is enough money to tell us if a parcel is worthwhile developing.
12. Hush —We need to meet with the land owner - Reyburn, Hush, Douglass, Ruchinskas could
meet.
13. Douglass—I will set up a meeting. Do we still want to spend the $5,000 for a consultant to
review the site or meet with him before we spend the money?
14. MOTION—to table the$5,000 until people meet with the owner and the Committee
hears from this group. Moved Bassett,Second Robinson—All "Aye".
CPC Applications
15. Carr—We need to re-open applications. Do we wait until at or after Town Meeting?
16. Robinson —We need to announce this to the public. Put on Town website and in the paper.
Need to do some PR here.
17.Taylor—I will speak with Kathy Lambert about website information.
Affordable Housing Land/Parcels Discussion
18. Hush —What is the status of Underpass Road parcels?
No one had any information on these properties.
The Housing subcommittee will report back to the CPA Committee about meeting with the land
owner and the results of a consultant review.
28. REMINDER— Finance Committee March 15th at 6:30PM and Board of Selectmen on March 29th
at 7PM for discussion of Articles 5 &6 and Article 8.
Meeting adjourned at 5:30 PM.
