Michael Lach 1. The Meeting was called to Order at 4:00 PM by Chairman Carr. 2. Minutes: Approval of March 8th. MOTION by Robinson, second by Hush. Approved. 3. Discussion of Town Meeting warrant–the Historic Preservation Archives Article will be put on the Fall Town Meeting Warrant. A bill has been approved by the House and Senate that would allow archival work to be covered by CPA funds. 4. Carr– Schedule for Town Meeting. Carr to read article. Then open for questions. Discussion of Article 8- we are all set– no power point– but there will be a display about Article 5 &6 and Article 8 in the lobby. 5. Application update Taylor will review other towns and make recommendations. We would like to be ready to re-open for projects after Town Meeting – maybe have applications there? 6. Carr will provide an overview of CPA, that funds do not come out of the Town Budget. Discussion of the three Articles which were pulled from Town Meeting Article 8: There followed a discussion of why three of the articles were pulled by the Town Administrator– on advice from Town Counsel based on a discussion with DOR. Other Towns may have done such articles– but at their own risk–our Town Counsel is making a conservative decision based on CPA funding regulations. 7. Bassett–In re the Whitecaps–Other towns may be more willing to cut corners than Brewster. 8. Carr–We must do our next articles in time, get them reviewed in a timely manner. We want to make sure we work closely with the Town Administrator and Town Counsel. 9. Taylor-Handed out copies of"Potential Uses of CPA Funds" 10.Carr–We should get the name of a DOR person from Dorrie P.: Daniel Murphy, or Kathleen Colleary. Have her come down to a Roundtable meeting. 11.Bassett: We need a deadline for the applications. What are our time constraints? Deadlines for: Info to CS, Town Counsel, CPA coalition, Articles to Sumner? Community Preservation Committee-April 12,2006 Minutes Page 1 of: 12.Taylor-We should send letters to DOR/CPA Coalition with all applications at the deadline to Kathleen Colleary-so she can review them and make sure they are all OK with DOR. 13.Hush - Rolling applications?-close in August?We can do our own articles. We need to do our own Housing articles and need a meeting with Open Space and Housing people. 14.Carr-We need to do Land Management- possible monies for Punkhorn Parkland and BBJ/Slough Road Woodlands properties, etc. 15.Taylor-What is our Timeline? Do we open May 3`d? We could mention the deadline at Town Meeting. We could have handouts for Town Meeting- use same green sheet?And have new application and add a list of what is current to green sheet-what has happened this year. 16.Carr-We need PR info to go to the Cape Cod Times and the Cape Codder. Article No. 8 -we can put this together from summaries in the warrant. 17.Taylor-There will be a walk at the Slough Road Woodlands on the Saturday before Town Meeting. People will meet at noon at the Slough Road parking lot. This will be a guided walk with Eric Levy, Chris Williams, Keith Johnson and Mark Robinson. 18.Reyburn- I will have to miss the next meeting and the Town Meeting.
