Minutes May 10, 2006
PRESENT: Elliot Carr, Paul Hush, Paul Ruchinskas, Roy Robinson, Rollie Bassett, Elizabeth
Taylor,
Absent: Steve McKenna, Bill Reyburn, Michael Lach
Guest: Jillian Douglass
1. The Meeting was called to Order at 4:00 PM by Chairman Carr.
2. Minutes: April 12, 26, 2006 — Motion to Approve—Hush, second Robinson. Unanimously
approved
3. Handouts—of all Town applications including Falmouth by Clerk.
Discussion of monies available
4. Robinson - The Historical Society already paid for the sails on the windmill. Can they be
reimbursed?
5. Carr -That is too bad that they did that—we will not be reimbursing them until after July 1st and
we will need a bill.
6. Ruchinskas— How do they deal with money? What contracts should we use? What do Chatham
and Falmouth use?There are lots of materials needed to review written agreements with Town
Counsel.
7. Carr— Discussion re: articles. He spoke with Charlie about the Town Counsel recommendations
on our Articles 8 items. If the State says no —then — where does that leave us and what about all
of the towns that are using monies in this fashion?We will meet with Town Counsel and Charlie
Sumner to discuss this.
8. Douglass— Do we have questions for Sarah? (Sarah Turano-Flores —Town Counsel) —We need
to resolve these issues. But it would help to have questions for her ahead of time...
9. Carr—We need to have a cut off date, July 15th? We need to fish through Cape Cod articles that
are on warrants this spring for Historic and Recreation articles and get information from other
towns. We also need a"Mark Robinson"-type person for a housing consultant.
10.Carr—We need to meet with Sarah and Charlie. We need to itemize questions and run them
through Charlie before we call Sarah. There is a specific form to use to request town counsel
review.

11. Ruchinskas- re: housing -I have models for everything. We also have to remember that the
CPA says"Community Housing"and this is important. It is not just affordable housing at 80%.
12.Carr-Applications- when are we going to review this? Should we add a special meeting to do
this, to review the form?
Further Discussion of Housing Consultant
Consultants for Housing?The CPC needs to be able to find someone who can go look at places each
time. Do other towns do this? Have people under contract?This needs to be discussed further at
another meeting.
13. Ruchinskas- We have chosen a consultant. The contract is in the mail. The guy is ready to go.

negotiating position of the governmental body and a person, firm or corporation'; The
committee will not come back into regular session.

MINUTES May 10, 2006
Executive Session
Present: Elliot Carr, Paul Hush, Elizabeth Taylor, Roy Robinson, Paul Ruchinskas,
Rollie Bassett
Guest: Milian Douglass
At 5:15 the Committee opened Executive Session to "consider the purchase, exchange, lease,
or value of real property is such discussions may have a detrimental effect on the negotiating
position of the governmental body and a person, firm, or corporation'.
Taylor presented information on the Cope property located just east of the Drummer Boy
Property
1. Carr— Drummer Boy—Discussion of site visit and property.
2. Douglass—Mr. Franz, the realtor, said that there was an offer on the house—the other lot is still
open.
3. Taylor- On the 17th I will be going in front of the BOS to discuss the Drummer Boy parcel.
4. Hush — Maybe we should not consider buying the lot for affordable housing since we will get
better money from the state if it is all recreation or open space. Would housing make sense there
if the parcel was subdivided?
5. Bassett—We need to look at this parcel for affordable housing too. It is important that we get
moving on housing parcels— divide off the front part of the parcel. We should pursue the parcel
for the $750,000. Should we do all three areas on the lot—Open Space, Recreation and Housing
—even if it is just 4 units?
6. Carr - Chatham does all sorts of housing.
7. Douglass—If this does not work for housing — it is still good —we should put Mark Robinson on
it quick! The Lower Cape CDC is ready to look at this property.
8. The Committee further discussed the issues and would wait to see how the Selectmen respond to
the property as a possible acquisition.
