Minutes May 24, 2006
PRESENT: Elliot Carr, Paul Hush, Paul Ruchinskas, Roy Robinson, Rollie Bassett, Elizabeth
Taylor, Bill Reyburn. Michael Lach

1. The Meeting was called to Order at 4:00 PM by Chairman Carr.
2. Minutes: May 10 (with corrections and with executive session minutes)
MOTION to approve Hush, 2nd Robinson-all approved
Discussion of various Town applications:
A draft application package was handed out for review.
The Town of Rockport application was well liked, especially the process of review.
3. MOTION to approve application with changes Robinson, 2n1 Ruchinskas

4. MOTION: Close Applications:July15th(for Fall Town Meeting)
Moved by Hush,Second by Robinson
All"Aye': It was noted that we still have rolling applications.
Paul Hush Proposal concerning Housing Consultant:
4. Hush - We need to find someone to pay by the hour, who is always available. Possibly use a
retainer by the month? Once a project is approved, we could get someone. But we have to start
making some progress somewhere with Housing in Brewster.
5. Carr- Housing needs someone like Mark Robinson, but for Housing. If we could identify possible
people and get quotes, we could then go for the lowest cost.
6. Ruchinskas—We should not do a retainer. Why not use HAC?
7. Lach —I like Paul Hush's idea. We need someone who is always there to check something out
for us, to quarterback housing propositions. The Chatham CPC hired Bob Murray and Laura
Schufeldt, out of HAC. We could ask HAC and the CCC to see who is out there.
A. Retainer— not a good idea, do this piece by piece
B. Take the money out of Administrative Expenses or out of Housing
C. In terms of funding —other Housing groups have funds to work with.

8. Carr- Maybe we could use up to a certain amount of$$ out of administrative expenses and
then go to the Housing %.
9. Hush -We need to be able to reach someone easily by phone to set them on to a project
immediately.
10.Ruchinskas-We could do a RFQ- and get an hourly rate and go from there.
The average is $50-$75-$100/hour. Laura is $100/hour. An RFQ identifies the consultants and
gives you the costs.
11.Hush -This is an excellent idea. We can use HAC and CDC to get information, then send out a
letter. Now we need to move ahead and send out an RFQ to find a person to evaluate parcels
and oversee completion of current projects. Go to LCC-CDC, HAC, Gisele Gauthier, who is also on
the Housing Committee.
MOTION - to approve concept of RFQ and to do it
MOVED by Hush,SECOND by Robinson. Unanimous approval.
MOTION to go into Executive Session. Moved by Hush, second by Robinson--"to
consider the purchase, exchange,lease or value of real property if such discussions
may have a detrimental effect on the negotiating position of the governmental
body and a person, firm or corporation'; The committee will not return to regular
session.

Executive Session
PRESENT: Elliot Carr, Paul Hush, Paul Ruchinskas, Roy Robinson, Rollie Bassett, Elizabeth

Executive Session was opened at 5:00PM

Drummer Boy: Further discussion of the Coae Property
1. Carr — we need to work on combined projects. Open Space and Housing, Rec. and open
space, etc.
24. Bassett- Recreation does not support this project. If there are trails it's one thing, but
without that —"No". Tennis courts would be great.
2. Carr — Can we use Recreation money without the Recreation Committee saying yes?
3. Bassett— What are the Recreation interests for the Drummer Boy property? This is an Open
Space project, not Recreation.
4. Robinson - There are Recreation and Open Space interests there — trails, area could be used
for Bocce Ball courts, horseshoes, etc.
5. Lach — Are there trails there now?—"Yes". A connection to Wing Island would be nice. It has
been talked about for years. The trail would have to cross over 2 other lots, owned by the
Locks? I don't know if anyone has spoken with them about this possibility. We should ask
them.

6. Carr —The Drummer Boy project should go back to Open Space. Call Mark Robinson to go
ahead with Mr. Cope. And, get an estimation of value from Saben or someone.
7. Hush —This is not good for housing, just open space.
8. Bassett— For Recreation support and money we would need trails.
